With the systematic research on the performance management theory, relatedtools and methods of management, performance management plays more and moreimportant roles in the practice of human resources management. China’s tobaccoindustries have been aware of the importance of the organization’s performancemanagement, have established and applied performance appraisal methods in practice,try to form an incentive mechanism such as "stimulate performance, aspire return,strength motivation, solidify constraints". The enterprise tried to enhance employee’ssense of responsibility, improve the company’s core competitiveness, and ensure toachieve the strategic goals through the human resources management. However, inactual operation, the effect of company performance management is not obvious.Therefore, in-depth analysis of the H tobacco company performance managementpresent situation, searching the key factors of the lower performance, exploringeffective ways to improve and optimize the internal performance of tobaccoenterprises, and establish a set of scientific and reasonable performance managementsystem, has become an important issue in China.Based on the performance management theories and thoughts as theoriessupporting, utilizing management methods and tools as study means, through theliterature study, investigation and statistical data analysis, this article analyzed thegeneral situation, organization structure, human resources and operation situation ofH tobacco companies currently, including basic thoughts and implementationprinciples, organization construction, assessment content, organization andimplementation and the feedback of operation effect, in order to explore the mainproblems and the causes of these problems. Then, aiming at the existing problems ofH tobacco companies in the performance management, the author designs theperformance management system, explicated the goal, detailed explanation andseveral main module, including the index system, appraisal implementation process,examination results using, support system and institution system of performancemanagement,. I hope this article can provide reference to establish a performance managementsystem for H tobacco companies and Chinese tobacco enterprise.
