There was a long tradition of headhunter phenomenon, it’s began in ancienttimes, stretches so far. After germination, development and evolution of the pastcentury,the headhunting industry has become a new sunrise industries. Thegovernment headhunters is something new. The government headhuntersin themodern sense originated in the end of theSecond World War. From the21st century,government executive search more wave occurs repeatedly, and it is unstoppable.Continuing shortage of senior personnel will seriously restrict the reality of acountry’s survival and development in the further.The actual stock and subsequent ofthe reserve of Senior personnel will determine the development of a country’s powerand potential in the further. Under the impetus of the economic globalization, theinternational talent competition are vigorously and intensified. World number onesuperpower---the United States, firmly in control of the international search marketinitiative, unique, another way to spare no effort in collecting the world’s top talent,and far ahead of other countries.China’s economic reform makes the national economy to achieve the rapid riseof rapid development, the private enterprises rapid rise. The state-owned enterprisesface the same market environment, why efficiency is so low?Public opinion generally considered that the senior executive’s qualities andabilities have some problems of the state-owned enterprises (hereinafter referred toas state executive). However, I believe,what lead to the crux of this situation is thestate executive selection and appointment mechanism are not suitable for very rulesof market economy and scientific corporate governance structure.Papers related to the concept from the beginning of human resources, make adetailed discussion of the origin and evolution of human resources, the basic theoryof human resources development and management, and the development of newtrends in theoretical knowledge. Be traced through the search, search for theevolution, meaning, goals, types, characteristicsof the governmentwere discussedone by one.On the basis of detailed theory, the basic situation of China state-owned enterprise executives elected summarized to analyze the main problems of the stateexecutive elective mechanisms exist, pointed out the important reasons why thereform of state-owned enterprise executives elected mechanism.In the process ofachieving the Chinese dream, how does the China’s state-owned enterprises to adopta pragmatic and effective strategy to participate in international competition fortalent are need to explore and innovate. Through the theory elaboration, and in viewof the current executives of state-owned enterprises is not scientific selectionexposed the practical problems. Clearing the recruiting executives evaluation ofstate-owned enterprises constraints, at the same timesof giving the headhuntingexecutives evaluation module choice of state-owned enterprises. On the basis of infull reference to the international experience of government executive searchselection,tries to explore how the government executive search new ways toretaining the executives of state-owned enterprises.
