Nowadays, China’s economic development is in a global environment and this is the important time to adjust the industrial structure. With the deepening of reform and opening and the improvement of socialist market economy system, China’s economy has developed at a high speed, three industrial structure has significant changes. Yangtze Delta, as the most developed area in China, it has been basically completed the upgrading of the industrial structure. By 2013, the proportion of the third industry has exceeded the proportion of the second industry and has presented the industrial structure of ’three, two, one’ for the first time. We can see that Yangtze Delta’s industrial pattern has transformed from ’two, three, one’ to ’three, two, one’. Yangtze Delta is better than any other area in China in many aspects, such as economic aggregate, industrial structure and so on. Yangtze Delta’2020 target is to format a service-oriented industrial structure. In order to realize this target, this paper will take Yangtze Delta as the research object to analysis the factors affecting the industrial structure.There are many factors that influence the change of industrial structure. On the basis of consulting a lot of related documents and based on the existing theory, this paper chooses the human capital, the structure of demand, technology progress, the actual foreign direct investment, import and export trade, government expenditure and investment in fixed assets, these seven factors as the explanatory variables. First, describe the changes of industrial structure. Then, analysis these seven factors from the theory angle, and based on the Panel Data model, select the relevant data of 1994-2013 of Yangtze Delta to analysis the factors affecting the change of the industrial structure. Finally, get the conclusion that the accumulation of human capital is conducive to the optimization and upgrading of industrial structure and it plays a more prominent role in the relatively backward area, consumption structure changes from the perspective of demand drives he changes of industrial structure and it is an important force to promote the upgrading of the industrial structure, technical progress on the upgrading of industrial structure is not significant, the influence of foreign investment and fixed assets investment on the industrial structure has regional differences, import and export trade and government expenditure on the upgrading of the industrial structure optimization has a positive effect and the relatively backward area, the more influence. Visible, the same factors have differences effect on the industrial structure of different areas, not only has different effect of size, but also has different impact on the direction. In addition, in consideration of the Yangtze Delta regional industrial transfer, we use the Granger causality relation test to drive the conclusion that Shanghai is in the leading position in the industrial structure adjustment, it has great impact on the surrounding areas, Zhejiang has been impacted more than Jiangsu because collective economy leads to less flexible adjustment of Jiangsu’s industrial structure. Therefore, the government should take Shanghai as the center of the coordinated development of industrial structure integration and make different policy for different areas. Only in the light of local conditions, it can be conducive to the coordinated development of all regions.
