Research On The Current Situation And Strategy Of Traditional Chinese Medicine Service Trade

Background of study:As a significant part of the international trade, trade in services has become an important indicator of a country’s international economic competitiveness. With years of development, China’s trade in services has begun to take shape, becoming an import and export power around the world. However, there is still a certain gap between Western developed countries. It is necessary for China to increase the technological element of trade in services and to change the industrial structure. Trade in services of traditional Chinese medicine (TCM trade in services) has been taken into national strategy, for China owns the complete independent intellectual property rights. Developing TCM trade in services not only enhances the technological content of China’s exports of services, but also plays a positive role in promoting TCM globalization and improving the plight of TCM export. China’s TCM trade in services, which got a relatively late start, needs to continually integrate their resources, unceasingly to be improved and perfected in the aspects of theory and practice, in order to expand its overseas markets with an optimal attitude. Therefore, it is of positive significance in analyzing the present situation and studying the strategy research of TCM trade in services for its further development.Aim:This paper aims to summarize the progress of China’s TCM trade in services, collect related data, combine problems in carrying out TCM trade in services with policies and regulations, overseas situation, and industry dynamics, and puts forward corresponding solution and development strategy. It also provides a reference for further developing TCM trade in services and offers suggestions for related departments to improve the policy.Methods:This paper uses the method of literature analysis to summarize references at home and abroad, and is based on statistics, reports, yearbook, etc. issued by WTO and domestic departments; analyzes individual cases through the method of SWOT; revises and analyzes the statistics data and summarizes its rule to predict its development direction; refines the content of the professional regulations and analyzes development trend of TCM trade in services.Contents:On the basis of previous studies, this paper studies related concepts of trade in services, then analyzes and summarizes the status quo of international and China’s trade in services. It concludes that as the development level of China’s trade in services remains limited,upgrading industrial structure and increasing the export of high-tech trade in services are indispensable. After that, this paper researches the concept, contents, ways of supply, policies, etc., of TCM trade in services and summarizes the significance of developing TCM trade in services. Finally, it draws a conclusion that developing TCM trade in services is the best way to solve China’s dilemma of trade in services and to promote the TCM internationalization.In the research part on the status quo of TCM trade in services, this paper gives a comprehensive summary on the present situation of China’s TCM trade in services and discusses its law of development and matters needing attention through the relevant data and from the following eight aspects. They are the development of Chinese medical tourism, the relationship between TCM trade in services and TCM export, status quo of TCM international education, global recognition of TCM, TCM international standardization, domestic infrastructure of TCM trade in services, the influence of TCM telemedicine on TCM trade in services and the number of TCM overseas practitioners.With comprehensive analysis and summary of status quo of TCM trade in services, this paper makes a summary of the present problems in its development:the government doesn’t offer relevant supporting policies; the overseas status of TCM that needs to improve; GATS imposes restriction on TCM trade in services; talents reserve of TCM trade in services is deficient; overseas TCM export is subject to constraints.In the end, this paper proposes some strategy suggestion on problems faced with TCM trade in services, mainly involving in government policy, technological enhancement, personnel training, quality assurance, so as to offer help for the large-scale expansion of TCM trade in services.Conclusions: Strategies and measures should be taken to develop TCM trade in services:1. TCM legislation must be enforced; identify the development order and establish diversified direction; improve governmental security; strengthen the communication with the WTO.2. Improve the international process of TCM standardization; set up statistics platform of TCM trade in services.3. Stick to "Education First"; improve the level of TCM international education; develop TCM remote education; cultivate professional talents of TCM trade in services.4. Enhance overseas quality of TCM service; extend service category; exert brand effects.
