| The cause of “Welfare Dependency” is generally considered as non-working or unemployed, China’s Urban Employment Disadvantaged Group is the “Welfare Dependency” high-risk group with high objective welfare exit obstacles on one hand and a lack of subjective motivation due to the welfare overlay and fragmentation on the other hand. Taking the Urban Employment Disadvantaged Group as the subject in “Welfare Dependency” research can not only have immediate practical significance, but also provide forward-looking guidance for the future balance between economic and welfare according to our condition.While Westerns have accomplished something on “Welfare Dependency” theory research and policy practices, the “Welfare Dependency” problem in our nation is more complex as a result of the policies history under the emphasis on economic development and the imperfect policies. The sound of welfare policy effectiveness depends on two things: First, the welfare body, second is the policy environment, so the generalized “Welfare Dependency” in this research will be taken as one state of society members participating welfare which can be divided into four levels, welfare living, welfare dependency, welfare occupation and welfare participation, according to the level of welfare precipitation from high to low. By combining with the results of investigation on the characteristics of Beijing Urban Employment Disadvantaged Group’s demographic, welfare participation level and job-hunting, and referring to the different foreign orientations on welfare policies and its consequences, we can have a new vision on our nation’s complex interactions between the welfare social reality and social policies, propose some amendment suggestions and corresponding specific measures on welfare social policies based on the improved welfare system without leaks aiming at truly and fully meet the needs of different-level groups of “Welfare Dependency” and enhance the effectiveness of limited welfare resources. |
