As the reform and opening up policy has been furtherly moving forward and developing in 21 century, Chinese enterprises have to face unprecedented opening era-the era of globalization of economy and the era of knowledge economy, which is full of new opportunities and challenges. Under such new competitive circumstances, more and more corporations and organizations have realized the importance of corporate culture development. They come to know that distinguished enterprise culture is the base of lasting development, the core competitiveness, and the source of sustainable development. There is no exception for the telecom industry. The telecom industry is now facing great transformation and integration, so it is very important for the telecom enterprises to deep and innovate culture development.Z telecom group is a state-owned enterprise. It is one the of three biggest telecom operators in China which is featured by offering telecommunication and information service. Z telecom group is skillful to her original products and service, but recently the whole internet, including the mobile internet industry is facing continuous transformation, which has trapped Z telecom group in a barely optimistic situation. In order to comply with the new trend, Z telecom group is furthering her internal reform, and promoting the strategic transformation actively. At the same time, culture reformation and innovation are followed for the sake of collaborative development. Y Business Department of the Z telecom group held diagnosis on the culture in order to cooperate with the culture development of the company as well as the department itself in a better way. This thesis is about the diagnosis of Y Business Department’s culture, through analyzing the present situation, we found some weaknesses and problems, so that we can guide and built the culture better under transformation. Based on the culture theoretical knowledge and the analysis of the development trend of the telecom industry, the history of the Z telecom group’s culture construction and the present situation of the Y Business Department in a detail way, this thesis measured and analyzed the present culture construction through the Denison Scale Model and the methods of interview and questionnaire survey. We realized that for years, Y Business Department has been simply following the ways of culture construction of the group, instead of building its own core values accordingly, which is obviously not suitable for the present trend and not good for the progress of the department. According to the diagnosis results, this thesis rebuilt the culture construction model for Y Business Department, giving a detail explanation about the culture construction conception and connotation, putting forward solutions and strategies in order to guide the culture building of the department. During the process of argumentation, this thesis made a detail comparison and analysis of the new culture structure of Y Business Department with the culture structure of the whole group, we found that there are some reference values for other departments of some other telecom companies which share the same structure.
