"Twelfth Five Year Plan" period is the period of the global industry adjustment after the international financial crisis, is also our country out of international economic crisis, promote the optimization and upgrading of the critical period, to realize the transformation of economic development mode of industrial structure. The optimization and upgrading of industrial structure need to promote independent innovation of enterprises. Product research and development is an important way for enterprises to obtain and maintain the core competitiveness, but also the basis for enterprise survival and development. But due to its late start, China’s enterprises in R & D management performance is not optimistic, there exist many problems, has become a bottleneck for enterprise development management, to a certain extent, restricted the development of the enterprise.IT enterprise needs technological innovation, need more efficient R & D management method, the power of science and technology innovation into products and services actually, such enterprises can gain a firm foothold in the international competition, and develop continuously.In this paper, based on research and development management of TR company as the research object, using literature research, practical research methods, analysis of the current situation of research and development management of TR company, a number of parties involved in team building, process design, cost management, project management, human resources management of R & D management face starting to find problems, analysis of the causes of problems, finally, combining the research and development of management theory and method of the new improvement scheme is proposed, the purpose is to enable the development of TR company management more scientific, effective, and improve the competitiveness of enterprises and the operation efficiency, hope that this study has certain reference value for the improvement of China’s small and medium-sized enterprise R & D management level.
