| The IUR (Industry-University-Research) alliance is an important source of national technology innovation, with the proposed development strategy driven innovation in China, how to promote the formation and stable operation of IUR alliance has become an urgent problem to solve. Based on the rational hypothesis of reality, starting from the practice of establishing alliance game model, by using the simplified constraints dynamic optimization method for alliance constructs a theoretical research framework, analysis from the formation and stability of production and learning path research alliance are two aspects of individual and whole alliance members of the alliance, we focus on the needs of different members of the alliance, resource advantage differences, insufficient investment, the external environment and the mechanism of distribution of interests relations between these factors and how the IUR institute alliance formation process and stable operation of influence.According to the research of collaborative innovation how to influence the regional innovation performance, this paper uses the panel data of 2003 -2012 years covered 26 provinces, using DEA method to measure the innovation performance of regional level, and using composite system synergetic degree model to calculate the IUR cooperative degree index, regressing the relationship between research and collaborative innovation and regional innovation performance through empirical analysis of the dynamic GMM method. The results show that, the IUR cooperative degree of regional innovation performance has a significant positive effect, but show features of unstable in long term; the level of regional innovation performance itself has the dynamic effect obviously; and human capital, economies of scale and R&D capital stock have significant impacts on the regional innovation performance improvement.In view of this, to promoting development and stable operation of the alliances, we should find the real needs of each subject, to explore research, improve laws and regulations and policies related to clear boundaries, determining the functions of the government and the market, increase the technological innovation investment, establish a comprehensive research platform for the exchange of information, and guide the IUR institute alliance specification in order to get rid of the bottleneck of the development of self-discipline, so as to promote the whole society to improve the technology innovation capability.In addition, we find that there is regional heterogeneity in IUR alliance innovation performance. Therefore, the government should formulate different policies, increasing R&D capital investment, improving the human capital level, and promoting the IUR cooperative innovation stability based on different situations, so as to realize the whole society share the improvement of innovation performance. |
