The Study On Constructing And Operating Mechanism Of Science And Technology Innovation Alliance On Coal Industry

With the depletion of coal resource, the low level of production, slow technological progress, weak market competitiveness, low resource utilization and ecological environment destruction and other issues in coal industry have been attended extensively by the government and enterprises. The technology innovation alliance on coal industry is the effective way to promote technological progress, and points out the direction for the sustainable development of coal industry. Alliance members are around common key technologies about coal to form a scientific and reasonable distribution of labor and cooperation, and achieve efficient synergy through cooperation. Finally the circulation economy development of coal industry will be realized. Based on cooperation motivation and influence factors, this paper explores the formation mechanism of the technology innovation alliance on coal industry. Based on the alliance building necessity and the partner selection method, the coal industry in Liaoning is took as an example to expound the concrete coalition alliance building and mode selection process. From the view angle of system synergy theory, knowledge transfer, interest distribution mechanism, risk prevention and support system four order parameters of technology innovation alliance on coal industry are determined. Using mathematical equilibrium model, this paper determines the development bottlenecks and measures of order parameters, and puts forward management model of multi-center self-organizing network, and finishes the validity test, analysis and evaluation. Finally, the development strategy of technology innovation alliance is put forward from perfect management system of coal industry, the function and mechanism of technology service system, and government policy and law three aspects.
