Coal industry is the power of national economic development, but it also has certain problems: in the process of working to receive physical as well as the production of various unfavorable factors of occupational disease;Equipment are unsafe;Recruitment system low efficiency;Extensive mining mode;Output and input proportion not harmonious, etc.Every country in the process of economic development, there are a lot of industrial injury, in the economic transition period, many organizations are committed to improve the coal energy demand, but the existing system of industrial injury insurance is not accompanied by system transformation and change.Few problems for mining workers in social attention, so owners more unscrupulous mining, frequent accidents, numerous adverse effects to the society.Social insurance has important position among the numerous insurance and other insurance is unable to make up to it.In mining workers properly the insurance is based on people as center, the need of harmonious development, also is the need of the whole social insurance system.Article based on the research of the social insurance demand of mining workers, and put forward feasible Suggestions on the development of social insurance system reform.This article is divided into four parts: The first part begins the status of our country’s industrial injury insurance system and puts forward some Reform proposals about Industrial Injury Insurance System Problems. The second part is investigating miner social insurance and social welfare. We get the following results, 1.The shortage of understanding on the industrial injury insurance. 2. Employers and employees prefer one-time compensation. 3. Injury rehabilitation in convalescent way home. 4. Hidden rules of worker’s compensation. 5. The formalization of Health Insurance. 6. Miners discontent about paid vacation. In the third part, we get the following result: Old miners on the needs of injury rehabilitation, middle age miners on the needs of Injury prevention and injury compensation, young Miners on the needs of Mine Safety Education and Medical treatment of Treatment period. In the fourth part, we put forward some proposals to the development of our country’s industrial injury insurance. First, in order to strengthen preventive measures, to establish compensation system of injury prevention, work injury compensation, and work injury rehabilitation. We discuss this from the expansion of industrial injury insurance coverage, improving the work injury insurance benefits and work injury prevention capacity. Second. In order to increase the technological content of coal industry prompt coal mine safety production. Third.to Improve the welfare of miners and to improve the employment system of miners. In the fourth place, in order to strengthen Legislation about the miners’ safety and health rights.This paper chooses the representation Yunnan’s miners from large state-owned coal group as the object of our study. This paper analyzes China’s existing problem of industrial injury insurance system. The current laws and regulations only emphasize on the mining industry development and safe production, and ignore the safety of miners and legislation to protect the right about health. So we choose miner’s injury insurance benefits as our object. We provide Reference options about industrial injury insurance system in a theoretical and operational level.
