| Constructing "one belt and one road" is a major strategic decision to actively response to profound changes of global situation and plan the overall domestic and international situation as whole made by the CPC central committee which is led by comrade Xi Jinping as general secretary. It has great significance for promoting a new round of opening up in China and the common development of countries along the border. Yunnan, which is located in the ancient southern silk road route, with unique geographical advantages including facing "Three Ya"(southeast Asia, south Asia, west Asia) and adjoining "Two Oceans"(Pacific Ocean, Indian Ocean), is the strategic fulcrum of constructing " one belt and one road ". To further carry out the party’s 18 th Party Congress spirit, support Yunnan province to become the important bridgehead of speeding up the construction to open to the southwest, actively explore the reform of cross-border financial innovation, and promote the harmonious economic and financial development of border areas and ethnic minority areas, in the November of 2013, after being approved by the state council, 11 ministries and commissions including People’s Bank of China, China Insurance Regulatory Commission and other ministries jointly issued "The Construction of Border Areas’ Financial Comprehensive Reform Pilot Area Overall Plan in Guangxi Zhuang Autonomous Region, Yunnan Province, "(Yingfa [2013] no. 276).In the overall plan, it’s clearly put forward that to promote the development of insurance market, actively develop bilateral and multilateral cooperation, cross-border insurance business, vigorously promote China and ASEAN and south Asian countries’ exchange and cooperation in motor vehicle insurance, cargo transportation insurance, export credit insurance, engineering insurance, travel insurance and other fields, and provide convenience for national insurance company for each other in their own country in risk assessment, credit investigation and survey fee.As the gradually thorough of national strategy " one belt and one road " and "bridgehead" construction, especially when the bilateral economic, trade, cultural and tourism exchange association with ASEAN constantly expand in Yunnan province, it’s very important and urgent that how to develop insurance risk compensation, financing and social management functions better in service in the strategy of serving Yunnan province and even the national border development and opening-up, and carry out cross-border insurance business innovation with Yunnan characteristics, combining with the actual situation in our province. However, for cross-border insurance in Yunnan, how to pave out a sustainable developing, scale developing and creative developing road? In this paper, on the basis of on-the-spot investigation, it uses the theory of literature research, normative analysis, empirical analysis and other research methods, relying on the " one belt and one road " strategy, focusing on the functions of modern insurance services, the innovative practice of the cross-border insurance business in Yunnan province and the cohesion service development of border areas in Yunnan province; At the same time, taking border areas in Yunnan cross-border insurance pilot exploration and theoretical innovation as experience, it promotes a wider range of national cross-border insurance, foreign insurance practice innovation, and effectively serves the national " one belt and one road " strategy, to explore and establish cross-border insurance market system that covers the full range with "the government, the institutions, the product, the cooperation and the coverage". |
