Research On Development Countermeasures Of Cross-border E-commerce In China And Russia Under The "The Belt And Road" Initiative

"The Belt and Road" is a national initiative put forward by Chairman Xi Jinping,which greatly contributes to the trade development of countries along the border.Cross-border e-commerce is an innovative form of foreign trade and a new economic growth point of foreign trade.Russia is the Initiative Countries along the border with China's largest cross-border e-commerce transactions.Although the "The Belt and Road" and "Internet +"provide an opportunity for the development of cross-border e-commerce between China and Russia,the operation is still limited by customs clearance,cross-border payments,cross-border logistics and talent factors.Therefore,How to use domestic and foreign development experience to solve the existing problems of cross-border e-commerce in China and Russia and how to choose the mode of development,which has become an important issue that domestic and foreign scholars pay close attention and a priority for cross-border e-commerce development in China and Russia problem.Based on comparative advantage theory,transaction cost theory,new trade theory and technological innovation theory,this paper defines the related concepts of "The Belt and Road" and cross-border e-commerce by means of framework combing and systematic analysis,and introduces related theories and the relevance of this theory to the topic of the essay.An objective analysis of the development status of cross-border e-commerce between China and Russia is made.The main problems of cross-border e-commerce between China and Russia are presented.The cross-border e-commerce transaction model is single,the payment system is not perfect,the credit system is not perfect,Logistics operation is not smooth and lack of professionals,learn from the successful experience of cross-border e-commerce development at home and abroad,combined with the actual situation in China and Russia and the“The Belt and Road”policy orientation,clearly proposed for China-Russia cross-border e-commerce development goal model:The traditional cross-border e-commerce platform model based on the third-party platform,the professional direct mode based on the self-built platform,the intensive mode based on overseas warehouse and shared warehouse, and the channel cloud platform mode based on 020 are put forward in a targeted manner.Specific feasibility measures for cross-border e-commerce development in China and Russia:Fostering various forms of cross-border e-commerce platform between China and Russia,establishing and perfecting cross-border e-commerce payment system between China and Russia,establishing cross-border e-commerce credit system,Customs clearance service system,speeding up the construction of cross-border logistics system between China and Russia and conducting cross-border e-commerce professionals training in Russia to ensure the sustainability and innovation of cross-border e-commerce between China and Russia development.The countermeasures proposed by the dissertation for the development of cross-border e-commerce in China and Russia can lay a theoretical foundation for the development of e-commerce and cross-border e-commerce in China and Russia,and expand the scale and quality of cross-border e-commerce in China and Russia and establish a "green Environmental protection,matching efficient,distinctive features,high added value"cross-border e-commerce architecture has a great role in promoting.Combining with the research result of the "The Belt and Road" and the actual development of cross-border e-commerce between China and Russia,it has a reference role for the development and reform commissions and commercial authorities in formulating the cross-border e-commerce development policy.The optimization and upgrading of traditional industrial structure and innovation practice has guiding significance.
