The northeast of Chongqing ecological conservation and development zone is located in Three Gorges Reservoir and Qinba Mountain, as the important eco-function areas of water conservation in China, its ecological security already has risen to the national strategy. The northeast of Chongqing ecological conservation and development zone puts construction of ecological civilization in priority and attaches great importance to the economic development, its economic development must be integrated into the ecological factor. But in the zone, ecological environment is fragile. Water pollution is serious. Economic development and social development lag behind. Poverty alleviation is a crucial task. It is a great significance of using ecological conservation to achieve sustainable economic development and searching for the win-win mechanism of ecological conservation and economic development.The thesis is divided into four parts, the main contents and conclusions are as follows:1. The research on the current situation and problems of ecological conservation and economic development in the northeast of Chongqing. First, the current situation and existing problems of ecological conservation shows that the urban and rural production and living environment is poor and is suffered varying degrees of damage; agricultural non-point source pollution is increasing; water pollution is serious; forest coverage rate is low; biodiversity is destroyed. Second, the current situation and existing problems of economic development shows that the overall level of economic development is low; the income gap of urban-rural residents is larger; industry support is clearly insufficient and industrial structure is not reasonable; industrial level is low and industrial scale is small and inefficient; poverty alleviation is a crucial task; there is a large population of ecological poverty alleviation relocation that it costs high, farmers’ willingness to relocate is not sufficient to stimulate; there is a gap between relocation effects and farmers’ expectations; urbanization is lagging behind, the rural population transfer is slow; the traffic infrastructure construction is lagging behind. Third, the Five Functional Zones is the version 4.0 of Chongqing city ribbon position. The proposition of the northeast Chongqing ecological conservation and development zone is the new regional development strategy. It is conducive to the implementation of the national strategy of the main functional areas, the city’s function of complementary and coordinated development, and sustainable economic development of the northeast of Chongqing.2. The research on the relationship of ecological conservation and economic development in the northeast of Chongqing. First, ecological conservation and economic development are connected with each other and united organically. Achieving the goal of ecological conservation and construction of ecological civilization needs the support of economic development. Economic development needs the protection of ecological conservation, and the ecological conservation targets restrict the economic development. Such as, the ecological environment of weak natural conditions is not conducive to economic development, improper utilization of the resources restricts economic development, and excessive ecological conservation concept restricts economic development. The economic development, to a certain extent, damages the ecological environment. The task of economic development destroys the ecological environment conservation. The way of economic development damages the ecological environment. The structure of the economic development affects the ecological environment. Second, based on the perspective of Wanzhou district water resources protection and economic development, the quantitative analysis of the relationship between ecological conservation and economic development of Chongqing northeast shows that water pollution index of different will bring different results, using different equations to simulate, the result is different. Optimal of the simulation results is quadratic function model, which show a u-shaped relationship in most of the pollution index and per capita GDP. At present, it is still in the stage that with the continuous improvement of the level of economic development, the degree of pollution of water bodies is gradually deepening in the northeast of Chongqing. Third, alpine ecological poverty alleviation is the practice of coordination of ecological protection and economic development in northeast of Chongqing, the result of empirical analysis by researching Shashi town,Yunyang County etc, is that alpine ecological poverty alleviation relocation can bring ecological benefits and economic benefits.3. The research on the paths for sustainable economic development of the northeast of Chongqing under the background of ecological conservation. There are five paths. The first path is that improving the mechanism of ecological compensation is to achieve the utilization of ecological resources. According to the subject of ecological compensation, the government should increase the intensity of fiscal transfer payment, set the differentiated compensation policy and improve the ecological compensation legislation. Design different ecological compensation mechanism according to the object of ecological compensation, for example, river basin, forest, nature reserves and mineral. The second path is that reasonable operating ecological capital is to achieve sustainable and efficient economic development, developing eco-products and eco-industrial is to achieve ecological value into capital. In accordance with the requirements of the third session of the fourth committee of Chongqing, Chongqing should implement the three plate’s development strategies that are ecological agricultural economic development axis, ecological industrial cluster areas and ecological tourism economic zone. The third path is that increasing the intensity of poverty is to implement anti-poverty development. It needs that increasing the ecological resettlement project is to promote ecological civilization. It needs that increasing the intensity of poverty alleviation and development is to promote the migration out of poverty. The fourth path is that promoting the population shift is to advance the population urbanization. It needs that promoting the transfer of population gradient according to the time and space is to promote the new urbanization. It needs that creating a good production and living environment is to encourage the population to move free and voluntarily. It needs to build ecological villages and towns. In addition, construction of these villages and towns should be integrated into the regional culture and ecological characteristics. The fifth path is to change the ecological conservation mode and consolidate economic development environment. It needs that building forests and waters ecological barrier is to enhance conservation function, and controlling pollution of urban and rural is to make the living environment better.4. The research on the safeguard measures for sustainable economic development of the northeast of Chongqing under the background of ecological conservation. There are four measures. The first measure is to set up and practice the concept of ecological conservation development and develop the correct behavior. Society should build up the idea of ecological conservation promoting economic development. Urban and rural residents should improve the daily production and life style. The second measure is that increasing the support capabilities of funds, personnel and other factors is to guarantee development of ecological economic. The third measure is that perfecting the legal system of the ecological civilization is to guarantee development of ecological economic. The fourth measure is that government should transform its functions, reform and establish a green evaluation system of government achievements, and establish green government to guide the sustainable economic development.
