| Recent years,the southern Jiangsu, middle Jiangsu and north Jiangsu exist the big gap about the level of economic development and appear the condition of economic imbalances. Promoting traditional industries with low value-added gradually transfering or these industries upgrading the industrial chain to high value-added industries has become the only way to promote optimization and upgrading of industrial structure and improve the imbalance of regional development. Looking from the reality, as high-income groups, urban basic public services including road traffic, medical services, information and communication, education condition, ecological environment and the housing quality play a more and more important role. So taking talent as the intermediate variable, according to "field theory", the development degree of urban basic public servicesl maintained a connection with talent reserves. Three kinds of mechanismof industrial upgrading theory point out that the talent flow has an effect on industrial upgrading, is advantageous to the traditional industry upgrading towards high value-added industrial and helps the emerging industry and high-tech industry to cities in the talent of the cluster. So, how governments enhance the level of regional basic public services, promote the rational flow of talents in the province and guide regional industrial upgrading is the key factor to narrow the gap between regions and realize the coordinated development of the region.This paper mainly researches taking talent as the intermediate variable urban basic public services have an impact on the regional industrial upgrading. First of all, bringing basic public services variableson into the framework of CP model, using the new core-edge model qualitative conclusion is deduced. Then we construct the index system of equal basic public services, establish the correlation analysis of basic public services and industrial upgrading to verify whether the figure characteristics associated with model consistent conclusion is derived. Finally, GMM can empirical test panel data, quantitative study under the perspective of talent flow how much the influence of the index system of basic public services is on industrial upgrading.In this paper, datas are from CEINET, Jiangsu statistical yearbook, Jiangsu province level city statistical yearbook and other authoritative database which ensure the sample data scientific, accurate and comprehensive as possible.The conclusion shows that taking talent as the intermediate variable level of urban basic public service proves can cause industrial upgrading of the economic region. Traditional industries with low added value can transfer or chain or climb to the industrial chain of high-end. GMM tests quantificationally shows that the effect sizes of various indicators in index system of basic public services on various indicators are quality of housing, education condition, medical and health, ecological environment, communication and transportation conditions. Under the fixed ratio of wage of regional talent, Jiangsu province should have priority to speed up the development of dynamic significant basic public facilities such as education, medical and so on.Accordingly, Jiangsu province should establish the supply mechanism of basic public service, ensure the expenditure of basic public services and make a reasonable policy to develop urban basic public services with priority order. The government should improve city’s environment of education and construct modem national and life-long educational system. And it should improve the level of city’s medical and health and deepen reform of the medical and health system. Then, the city can plan overall and reasonably layout transportation infrastructure, reasonably plan the urban communications infrastructure, especially public areas of communication. Finally, we should increase the intensity of environmental protection and build eco-civilized city. According to the actual situation of industrial structure in different cities, the local government should formulate appropriate policies about development of basic public services to narrow the gap of development among regions and promote the regional harmonious development on a higher level. |
