The subject of this article is about the economic thinking and policy practice of Mo-huan Hsing. As a remarkable economist of China Taiwan, he was the earliest Taiwanese scholar whose papers were published in the internationally renowned journals. He not only has great achievements in academic research, but also closely integrated the economic thinking and policy practice. He was actively involved in promoting the liberalization of Taiwan’s economy, as well as brought up many talents for Taiwan. Therefor he has made a significant contribution to Taiwan’s teaching and research of economics. This paper is divided into four parts. The first chapter depicts Mo-huan Hsing’s life and the literature review. The second chapter describes his articles when he was in the mainland. The third part illustrates his theories when he was in Taiwan. The last chapter is the conclusion. This article systematically discusses the Mo-huan Hsing’s major academic contributions and his policy practice in Taiwan, especially combines his research during the period of staying in the mainland and Taiwan. It has important academic significance in understanding Mo-huan Hsing’s study comprehensively and the history of economic thought in Taiwan. The summary of his theories of the economic development of Taiwan also has important practical significance to China.
