In the process of the socialist market economy and public administrative reform in China, “unit man” who belongs to the national administrative system in the past planned economy has been changed to “social body” outside of the national administrative system and without a steady job. Because of the frequent personnel flow by personnel system reform, the emergence of personnel agency started to be an inevitable outcome in the socialist market economy. The personnel agency system is an innovation in national personnel system reform, which improves the personnel system reform in enterprises and institutions and promotes the utilization and development of human resources. It could reflect the needs and demands for talent in this world, as well as the essential role of resource allocation in the market.This paper will analyze the personnel agency, which is also a hot topic in China. Firstly, based on coordination and analysis of literature, the methodology will be applied with literature review, case study, questionnaire surveys and comparative analysis. The case-study will focus on a single case in the city of Kunming, referencing human capital theory, personnel flow theory and Principal-agent Theory. There are problems present in the Kunming personnel agency, like late information maintenance, backward basic facilities, unclear managing access authority, and so on. Feasible suggestions and recommendations have been put forward at the end of this paper, referring to advanced personnel agencies at home and abroad. It includes constructing personnel agency public service platforms at the city-level, perfecting the quality of services and enlarging personnel agency projects, transforming ideas and strengthening propaganda efforts in the personnel agency.Meanwhile, the personnel reform should be further deepened from the macro-view, transforming governmental function, cancelling managerial authority, perfecting the social security system, and coping with the relation between administration and public sectors. This paper is based on the people-orientated concept, and aims to find out the solutions from past experiences and put forward policy recommendations. The conclusion includes the references to Kunming’s personnel agency, providing a case-study that can be applied to the national personnel agency system.
