Urban economy is the important support of the national economy, the important foundation and power source of rapid economic development. Urban economic development, to a large extent influence the development of the national economy; urban economic prosperity, largely affect the prosperity of the entire national economy. It can be said that there is no country’s overall well-off without comprehensive well-off towns; there is no modernization of the country if there is no modern towns. Only by standing at this level, fully understand the importance of the development of town economy, can we use the overall vision of development, actively adjust the development and speed up industrialization and modernization to achieve the healthy and rapid development of urban economy, from the essential.Yantai Fushan layout as an important forum of modern industrial city, after years of development and accumulation, from the total economy to the industrial level, from increasing taxation to the potential development, from city’s image to social cause, it is standing at a new development platform, facing a new task of structural adjustment to further promote the industrialization, also facing problems to speed up the integration with the central urban area to enhance the level of urbanization and urban-rural integration, prosperity and development of urban economy. In particular, the current has entered the "twelfth five Years Plan" important period of development, which is also the critical period to transfer mode and adjust structure to accelerate the economic and cultural construction of the whole district. Through the analysis of Fushan District economic development environment, combined with the current economic situation, this paper argues, Fushan District should focus on urban economic development strategy "to the way, adjust the structure" the main line, vigorously implement the strategies on industry, service and culture to strong the whole district to accelerate the promotion of industrial high-end, urban modernization, urban and rural integration, rich beauty of building a harmonious modern riverside town. In particular, to seize the peninsula, the blue rose to national economic zone development strategy favorable opportunity to actively break the post-crisis era of multiple factors, combined with state resources, economic base, development advantages and other aspects of the practical and scientific development of options to determine reasonable and effective strategy and implementation plan.
