As our country’s economy status rises in the world, economy and finance development is being integrated into the globalization, and promoted by their own development needs and passive reform, the banking financial institutions are developing diversifiedly. Since2000China has been in a long prosperous period when national wealth grows rapidly and when the quality of GDP growth is very high. At the same time, micro-enterprises’profits are increasing and credit availability is under rapid growth. All these provide a good macro environment for the bank reform. The risks and the problems existing in bank management are covered by the increasing profits and it lead to the optimism when we evaluate the risk of loan. Thus it is necessary for profit-making financial enterprises to possess a scientific, reasonable and effective performance appraisal system. In order to achieve the development strategy and business strategy goals, and to pursuit the maximum of enterprise value, we need bring in the advanced management ideas and promote staffs progress and career development, we should also improve the present evaluation system and the core competitiveness of commercial banks, which is the key to keeping stable and sustainable development for commercial Banks.The balanced scorecard is widely used under the situation. There have been plenty of related literature on it, but most of them discussed the question how we can design a scientific and effective performance appraisal system. While This article, based on the application of the balanced scorecard, emphasizes on how to improve the it and make it more effective in reflecting a bank’s performance and more conducive to the realization of its strategic objectives,After recent years’ development and innovation, especially the introduction of the balanced scorecard performance evaluation system in the past two years, ZZ bank has set up a set of basic performance management system which conform to the goal of its development. However, in the practical application this systerm doesn’t match its own factors very well so it is unable to meet the needs of the future development. The purpose of this paper is to improve the ZZ bank performance evaluation for the long-term development, and in this paper I expound the importance of performance evaluation management and make a conforming orientation for the balanced scorecard. Then, I make a further study on of balanced scorecard performance appraisal system which are being used in ZZ bank, analyzing the advantages and disadvantages of the current performance evaluation system and its effectiveness and reasonability. Besides, according to the problems found during the current assessment of the balanced scorecard system, I analyzes the reasons of the problems. Finally, on the basis of the existing balanced scorecard, I optimize it and set up a new balanced scorecard model, putting forward the safeguard measures on the implementation of the new model.
