As a kind of social organization, industrial association is an important bridge and link connecting regulators and market participants. The study of the nature, general attributes and functions of industrial association is helpful for people to realize its important role of industrial association in regulating market activities and reducing additional transaction cost from information asymmetry.In the new historical period, the "Twelfth Five-Year" plan has already strengthened social organization construction as an important content of reinforcement and the innovation of social management. Industrial association as well as other social organizations will increasingly become an important economic and social development driving force and usher in rapid development. Shanghai Banking Association (SBA) as the banking industrial association in Shanghai will usher new opportunities of development with the introduction of "the International Financial Center Construction Planning of Shanghai in’ Twelfth Five-Year Plan’period".SBA is the earliest banking association in China. After20years development, SBA has established a refined organization structure and management standards. The study of functions of industrial association has always been the focus of industrial association research. This paper tried to draw lessons from the experience of banking associations in United States and the British. Functions and development trends of banking associations of different countries were compared and analyzed to provide reference for SBA to implement its functions.SBA performs the duties of self-discipline, rights protection, coordination and service. In order to give full play to its function, it must appropriately handle three kinds of relationship including the relationship with administrative authorities, the relationship with members and the relationship with public. Only if the concern of the parties of the above-mentioned relationship be considered adequately and handled properly can SBA have a definite object in view to play its functions.SBA’s achievements of exercising its responsibilities were discussed and the weak points of function fulfilling were also analyzed.The future direction of SBA to achieve its development goals and fulfill its duties was suggested to be independent initiative which has certain theoretical basis and practical background. This paper further puts forward and discusses the basic ideas to realize independent initiative of SBA:to focus on optimizing function positioning and innovate to reflect characteristics of SBA as an association; to steady work objectives and improve service ability in order to enhance the cohesion of the members; to refine the internal governance structure and strengthen internal construction to realize the sustainable development of the organization; to adhere to the development direction of marketlization and folk essence and progressively realize independent initiative development.The paper combines theoretical research with discussion of SBA as an example. It is not only helpful for SBA to improve its functions, realize its organizational value and promote the construction of Shanghai as an international financial center, but also offers enlightenments for other banking associations in China with similar functions. It can provide theoretical and practical reference for the development of other banking associations, other industrial associations and social organizations in China.
