With the scramble of global petroleum resources below the surface, most petroleum companies not only improve the technology but also devote great efforts to public welfare undertakings. Due to the improvement of people’s cultural qualities and the social consensus, state-owned petroleum companies assume more social responsibilities. In order to strengthen the ability of production and operation, as well as to enhance the reputation, petroleum companies should fully mobilize their initiative to build its own system on public welfare undertakings. Although petroleum companies in China have been established the system on social responsibilities gradually, and the three major petroleum companies have practiced actively on social responsibilities such as to promote energy conservation and emission reduction, to release corporate social responsibility report and to engage in public welfare, the construction of public welfare system is approximately zero and their current situation of public welfare is relatively narrow and single-faceted. Therefore, comprehensive and thorough researches on the public welfare system of China’s petroleum companies have great values on both theory and practice. This dissertation focuses on petroleum companies’dynamic mechanisms with the theories of management and mathematical statistics as its basis. The elements, dynamic mechanisms model and countermeasures of petroleum companies’dynamic mechanisms in public welfare have been discussed through literature analysis, investigation, qualitative research and empirical analysis. Theories of petroleum companies’dynamic mechanisms in public welfare have been revealed in this dissertation, which is of theoretical and practical significance. This dissertation expands from the following aspects:First, this dissertation states the connotation and significance of petroleum companies’public welfare-based approach and compared the priority in public welfare with different petroleum companies both in China and abroad by analyzing existing theories and data, and concludes twelve influential factors to petroleum companies’public welfare-based approach.Then, the basic data were obtained through questionnaire by using statistical software and four key influential factors were extracted from the twelve influential factors by dimension reduction analysis, and the connotation and causality of influential factors were analyzed. The causal relationship diagram were depicted by dynamics analysis system and how the four key influential factors interact with each other was explained in detail, dynamic mechanisms model of petroleum companies in public welfare was built and how the model operate was interpreted on that basis.Next, suggestions for building petroleum companies’public welfare system were raised from the perspective of government, society and company, and how to implement countermeasure effectively was analyzed. At last, insufficient and improvement for building petroleum companies’ public welfare system were proposed with further prospects.
