There is important strategic significance of the establishment of Gui’an NewDistrict, it is not only an important decision of the country’s western deepdevelopment, but also is necessary condition to achieve a comprehensive well-offtarget, and it is also necessary to explore the road of new industries and new town.The objective of the new district is to build a new eco-industrial zone combined withthe actual situation in mountainous Guizhou Province,and to explore roadscharacteristics of urbanization mountain, and to form a developed model ofinteraction between city and industry.Interaction between urbanization and industrialization is also the process ofchanging industrial structure, industrial organization innovation, technologyimproved the process, the author first analyze the relationship between urbanizationand industrialization based on the perspective of industrial development, and thenbased on the perspective of urbanization development and industry agglomeration.Through the analysis of the model, we find that enterprises agglomeration in oneplace has a relationship with market size, and when the market size reached a certainlevel, the industry of the region will sudden gather; And when industrial products ofa region is closely related to market demand, products are of low elasticity ofsubstitution, capital depreciation rate is low, and the discount rate of capital owners islarge, the total capital stock and total consumption expenditure will be larger, and thuswill stimulate the development of the region’s industry.Due to the current district administrative region has been just delineated, it is noteasy to collect accurate data, since this article focuses on the analysis of promote ofGui’an New District, the author uses Guiyang and Anshun comprehensive data foranalysis of Gui’an New District. The author review the development of urbanizationand industrialization of its front and rear of the period of reform and opening, analyzethe status of the district and find that the economic base of Gui’an New District inGuizhou Province is better, has inherent advantages to build the growth pole inGuizhou. But in Gui’an New District some defect exists, such as irrational industrialstructure, low level of economic development of the private market, the marketmechanism can not fully play, the high-tech industry development lag behind,cumulative cycle is bad. Through calculating the U-IU standard method and the U-NUstandard method to verify the existence of bias between urbanization and industrialization.Through empirical analysis we can find that there is industrial shortboard in Guiyang, and the bias is changing. Although The bias between urbanizationand industrialization in Anshun is approximately shrinking，the level of urbanizationand industrialization are low, both of them is in the low state of interaction; In Gui’anNew District the relationship urbanization and industrialization has positivecorrelation, but the two the relationship between the still unstable，the contribution ofurbanization change is lack of industrial change.Based on the analysis of Gui’an New District, we propose effective path toachieve urbanization and industrialization, the path of achieving urbanization includesthe internal mechanism of the urban system of self-organization, through co-evolutionof technology and systems to promote the formation of urban system, to select theappropriate size of cities to play agglomeration effect, to optimize the industrialstructure, to change the status of industrial structure, and so on. The path of achievingindustrialization includes that the role of industrial parks promote the construction ofindustrial clusters, to introduce the overall organizational structure of foreign capital,to take the appropriate local trade protection policies to increase the competitivenessof local products. Finally, combined with the actual situation of Gui’an New District,the author make a series of policy recommendations, including the construction ofurban corridor with interactive development of city and industry, to transformgovernment functions and to improve the market mechanism, to accelerateinstitutional innovation and technological innovation, to develop eco-industrial andeco-towns.
