The price of food is the base of the price, it can cause the change of other commodities when it changes, and it will have impact on the immediate interests of various economic entities. Since China’s reform and opening-up polici-es were launched, there are many changes occur in policy of commissariat purchas-e and sale.The grain price dominated by market changes began to fluctuate andit unlike the unified purchase and sale of steady state.Due to the historical reasons and current policy is not perfect, there aremany problems of commissariat purchase and sale to be solved. Grain policy of statemonopoly for purchase and marketing began in1953. The policy makes the pricestable through the food subsidies policy. This paper tries to analysis the reason ofunified purchase and sale prices steady during the period and draw lessons from thesuccessful experience of the policy in order to stabilize prices. To increase farmers’income and stabilize grain prices, this paper argues that people should do in thefollowing two aspects: on the issue of grain purchase, people should be on the basis ofthe price support policy, supplemented by unified purchase and sale of food consumersubsidies, to make up for the inadequacy of the current food direct subsidy policy. Atthe same time, food Chan Xiao procurement coordination problem, people should bethrough the development of cooperative way to expand the scale of food production,forming a long-term and stable cooperation relations, to alleviate the contradictionbetween ‘big market, small farmers’.The implementation of the policy of unified purchase and supply made the grainprices in a stable level in China. However, the research of unified purchase andmarketing policy on quantitative is relatively limited. Therefore, this paper is abreakthrough point. First of all, this paper made a comb of our country foodprocurement policy on the basis of the theory of institutional economics; Secondly,the article analyzes the unified purchase and supply stability during the period of foodprice measures; Addition, the article analysis the current situation and reasons ofChina’s grain price fluctuating under the grain direct subsidy policy; Finally, on thebasis of the argument, the article analyzes the present stage of food marketing policy,and draw lessons from the successful experience of state monopoly for purchase andmarketing policy and put forward a series of operational stronger policy suggestions.
