The XZ Company, an60years’ developmental history enterprise in lead and zinc indulstry, since the world financial crisis of2008, lead and zinc industry fall into the market dilemma with excess capacity and prices slump. During the "Twelfth Five-Year Plan", the XZ Company is trapped in the double pressure of domestic trouble and foreign invasion, the downturn of external non-ferrous metal market and the increasingly strict supervision of industry; the mining capability in own mines is not suitable with the smelting expansion need, the development and construction the new mine projects is running behind the schedule of smelting need, the feedings need in the smelter cannot be satisfied by the concentrated from own mines, the profit margins of traditional industry is declining, and investment in the new projects cause financial costs increased year by year, and the investment in deep processing of products, international trade, science and technology projects and overseas mining projects need to be developed, XZ Company is under huge pressure of profits and transformation upgrading. In the central economic work of2015, our economic development will enter a "new normal", combining with the non-ferrous metals market situation in the future, how can the XZ Company make an accurate strategic positioning and get the initiative in the development during the next Five-Year Plan is the main direction of this essay.This essay focuses on the internal and external environment of XZ Company during the "Thirteenth Five-Year Plan", basing on reviewing of strategic theory, using the PEST and SWOT methods, putting forward the strategy selection, strategic positioning, strategic objectives, and making conduct the system research about global resources, human resources, customer resources, business model, enterprise culture strategy which is involve the core competitiveness of enterprises, forming the measures to improve the development quality and efficiency of XZ company, and provides the reference for the sustainable development of XZ company during the "Thirteenth Five-Year Plan", which also can be a certain reference for the strategic development of China’s lead-zinc enterprises during "Thirteenth Five-Year Plan".
