With the rapid deepening of China’s reform and opening and economic development, especially medium-sized and small enterprises demand more and more professional service of agencies. The certified public accountant industry take more and more important role as fiscal intermediary service institutions.CPA industry is also facing increasing competition, with the rapid development. Under the environment of the size of statutory audit significantly reduced, Small CPA living environment even worse. Therefore, small and medium sized accounting firms must choose development strategy to survive and develop.Firstly, the study selects Shenzhen PT CPA as sample, analyze the PT’s development of the external environment with the analysis model of PEST,Porter’s five forces competitive model and SWOT analyze. Considering the results of the analysis of each strategic analysis tool, gives PT future development strategy, growth-oriented strategy is a strategic arrangement in the future development of PT, taking into account the use of basic diversification strategy. The focused differentiation strategy will be its competitive strategy taking into account the current business regional of PT and competitive situation in diverse city.As China’s prosperity, rapid economic development, the original extensive development mode to a more sophisticated, technology-based, saving and sustainability, green economic development model, related policies and regulations will also CPA development of the industry to support. Accounting firms of all sizes and in support of the broad market demand this policy will be rapid development. This requires PT where such a large environment, to adopt expansionary growth-oriented strategy to plan future business development, and actively play PT are specialized, low-cost advantage. In this paper, the view that, PT actively promoted within the firm by way of external integration, open to corporate financial management and tax services as the core of non-audit services in the field, through the formation of high-quality team, breakdown services market, the implementation of brand strategy, which the formation of the core competitiveness of PT.
