Study On The Evaluation And Management Of Urban Risk In Kunming

City is the largest carrier to create social wealth. In the cities, people are subject, the natural environment is the basis, and economic activity is a foundation, they are extremely close social contact organism. Nowadays, the econommic, political, cultural center has transferred to the city, population, wealth and buildings are quickly gathered, has exceeded the carrying capacity of the city, urban elements of instability and uncertainty has exacerbated. The traditional urban structure becomes fragile and imbalances, risk factors in the growing. The city as a giant brittle body is exposed to the risk. At present, risk factors within the city were to control is imperative.This paper analyzes the risk factors of KM city from three aspects on the premise of a comprehensive understanding of urban risk:1 Based on the view of population, with the development of population security target as the starting point, from system and inter system two aspects, combined with the actual situation of KM to analyze the risk factors of population development.2 From the natural disasters, energy, environment, three dimensions to identify the KM ecological risk, using natural disaster index method, weighted comprehensive evaluation method and entropy value method to evaluate ecological risk of KM.3 From the urban lifeline system, like transportation, water supply and drainage, energy power, ecological environment, communication and information, and urban consumer goods production technology two aspects to analyzes the possible technical risk whthin the city. Finally, in turn, put forward specific risk prevention or mitigation measures.
