Research On Management Mechanism Of LY International Technology Transfer Center

China’s International S&T Cooperation has entered into the new stage of which the attation was not only paid both on the growth rate but also the quality. To accelerate technology upgrading and innovative development, enterprises carried out international cooperation with foreign research institutions by the way of technology import, talent introduction, joint research, etc. To promote the development of the international cooperation, the Ministry of Science and Technology started the construction of the International Science and Technology Cooperation Base since 2007 (International Technology Transfer Center is one form of the base), the base was constructed by the "project-base-talent" integration strategy. Through the construction of the public technology innovation service platform, promotion of international cooperation, integration of domestic and international innovation resources, we provided better service to the enterprise technology upgrading promotion and innovation ability cultivation, further more, established the risk-sharing and benefit sharing cooperation mechanism. By taking those measures above, our regional technology innovation system was promoted more perfect, and technology innovation would played more and more important role in accelerating the economic and social development.International technology transfer center has made great progress not only in the quantity, but also in the scale of the center and mechanism construction during the past few years. The coverage of the service has also developed from single technology intermediary service to the whole process of technology transfer. Now the international technology transfer center plays more important role in enterprise innovation activities and the construction of innovation system. Compared with western developed countries, the development of transfer center is still in low level, many problems such as the center’s service system, the low efficiency of resource utilization, service quality and personnel quality, has much restricted the efficiency of scientific and technological achievements into prolificacy, and also the technology innovation system’s support to companies has been much effected.In this paper, by analyzing the matching degree between the technology transfer center’s service and company’s technology need, of which made the center’s service mechanism compared with the company’s knowledge and service need, the "lack"of service and unsuitable aspect was successfully found. Moreover, in order to improve the center’s service quality and level, supply better service for the company’s technology innovation, and promote market-oriented operation, the organization structure, human resources, innovation resource quality, service mechanism was also systematically studied. Those analysis not only gave light to the bottleneck of the center’ mechanism, but also help us to explore the management and operation "L Y"mode suitable for the center’s sustainable development. In conclusion,by taking LY international technology transfer center and its actual operation condition as an example, we systematically studied the successful technology transfer center’s service and management mechanism at home and abroad, and summarized the best practices and inspiration for the center’s development, in order to paving the way for the study of international technology transfer with theoretical and experience basis.The article was started from studies on theories of technology transfer, mark etable operation and so on, to optimize theory by investigating samples of practi ce, and using theory to guide practice. Based on investigations into theories of t echnology diffusion, technology market and intermediary mechanism, technologica 1 processes of enterprises were classified into several stages and set as horizontal coordinate, to analyze the value-added step of every stage, make technology val ue addition of center service determined as the point of penetration, supply know ledge-services/technology-brokering services etc, reduce the transaction cost, prev ent risk of all aspects, and ensure smooth transfer of advanced technology by u sing the theory of innovation value chain. Based on theory of innovation system, the article analyzed the important role of center played in technology innovation system--building bridges of communication cooperation and information exchang e from technology of the supply side, demand side and other parties involved, a nd constructing collaborative innovation mechanism of Industry-Academy-R esearch, to supply services of social environment, policy support for technology t ransfer activities of enterprise, and build a mutual benefit and win-win, long-acti ng cooperation prospect.
