" Science and technology are primary productive forces" .Agricultural science and technology is the important condition to support agricultural development. Without progress in agricultural technology, it will be difficult to promote the level of agricultural productivity to push forward the long-term development of national economy. In the context of world economic integration, agricultural development must be integrated into it in order to achieve its own modernization eventually. Although agriculture is the primary industry, it has close relevance to the natural resources, having the natural competitiveness given by the natural resources. However, its development and competitiveness are more dependent on the supporting force of agricultural technology. With the accelerating progress of science and technology, modern social production armed with high-tech, requires the expansion of space in the allocation of resources. Only in this way, can it achieve higher allocation efficiency and maximization of socio-economic effects and eco-environmental effects. In the trend of economic globalization, the relation between China's agriculture and world's agriculture continues strengthening and the agricultural internationalization has become an inevitable trend of China's future agricultural development. It will be an important issue worth considering that our country, together with other countries, should achieve the rational allocation of the common global agricultural resources and technical elements through the adoption of agricultural technology and capital, the exchange of agricultural products and services and international cooperation, etc. Finally in theoretical view and technological policy, the study of Chinese export of agricultural technology and international transferring issues, the quest for the future development path and Chinese agriculture countermeasures in the context of globalization and within the scope of international space, will be an important research subject in the process of Chinese agricultural development.Based on the background of world economic integration and the objective environment of "two markets and two resources" faced by China's agricultural development, from the view of upgrading China's agriculture and international influence of agricultural technology, this paper adapts a system of multi-disciplinary research methods ,such as Modern Western economics, International trade, Technology economics, Econometrics, Institutional economics and so on, to analyz the international transference of China agricultural technology systematically, constructing general framework of study on the international transfer of agricultural technology . From the structure of the paper, the content of this article is divided into nine chapters; each chapter giving a discussion and analysis successively:Chapter 1: Introduction. In a bird's eye view of the full text, this chapter made a description of the related thesis , background and significance of the research. Secondly, it elaborated the objectives and content of the study, and how to organize the distribution in the paper. Thirdly, in addition to explanation of the relevant theories involved, literature review focused on reviewing domestic and foreign research in the relevant field. Fourthly, this chapter made a detailed account of the perspective, methods and technology line of research. Finally, on the basis of the work of our predecessors, it pointed out innovation and the existence of deficiencies made in the paper.Chapter 2: Theoretical basis of the international transfer in agricultural technology.By introducing and analyzing related concepts such as agricultural technology, technology transfer, this chapter explained the basic concept of the international transfer in agricultural technology and made a scientific definition of its connotations. Furthermore, it clearly defined the object of study and analysis in this article.On this basis, this chapter introduced and elaborated some theories related closely to the study of this paper, such as the theory of technology gap, product life-cycle theory, the theory of induced technological innovation and technology transfer model, providing theoretical bedding for the start of the follow-up study in this paper.Chapter 3: Analysis of the history and subjects of international transfer in China's agricultural technology.By sorting and analyzing the history of international transfer in China's agricultural technology, this chapter summed up inherent characteristics of different transfer stages. At the same time, it deconstructed and studied function positioning and performance of different subjects, further defining the function of all subjects in the international transfer process of China's agricultural technology.Chapter 4: Analysis of supply and demand mechanism in international transfer of Chinese agricultural technology.By making international comparisons of agricultural scientific research and analyzing the relatively inferior (comparative advantage) between China's agricultural technology and developed countries (developing countries)'s. this chapter confirmed that there are basic conditions and feasibility in China's agricultural technology transfer. On this basis, it inspected and analyzed the main technical input side (developing countries) and the output side (domestic agricultural science and technology enterprises) of China's agricultural technology, using cooperative game theory model to study co-operation mechanisms between supply and demand sides in the international transfer of agricultural technology, arriving at a series of valuable conclusionsChapter 5: Analysis of the effect in international transfer of agricultural technology.This chapter studied two key issues: socio-economic effects and eco-environmental effects existed in the international transfer process of agricultural technology. On one hand, it carried out in-depth analysis of socio-economic effects, caused by the promotion and enhance of the international agricultural technology transfer to the national economic growth and other aspects. On the other hand, from the view of virtual flow of agriculture ecological resources (especially water and land resources) raised in China's international transfer process of agricultural technology, this chapter introduced some indicators, such as the virtual water, the net trade in agricultural products, the actual occupation of arable land, the comprehensive capacity of agricultural resources ,and so on. It discussed the eco-environmental effects in the international transfer of agricultural technology and came to the conclusion that "In the international transfer of agricultural technology, we should pay attention to socio-economic effects and eco-environmental effects in order to reach the ultimate goal of win-win-win".Chapter6: Choice of the path in China's international transfer of agricultural technology.According to summing up and general analyzing the agricultural technology transfer path, this chapter from the view of the factor endowment of resources, selected ASEAN, Africa and Latin America, using the degree of foreign trade independence, the degree of trade integration and other related indicators to research complementary between these regions and China, which combined with the case of international transfer in Chinese hybrid rice technology. On the basis of theoretical analysis and empirical research, this chapter brings up the basic path in China's international transfer of agricultural technology.Chapter 7: Analysis of the efficiency and its impact factors of agricultural technology transfer.On the basis of analyzing the state of Pareto efficiency in agricultural technology transfer and achieving Pareto optimal economic mechanisms in allocation of technical resources ,the author used general equilibrium model, from the view of system structure and operational elements, analyzing the internal and external factors which impacted international transfer efficiency of agricultural technology, and using gravity model to make further empirical research with the relevant factors .The result shows that the total GDP, population size, agricultural land area, and institutional arrangements of agricultural trade partners have more significant impact on China's International transfer of agricultural technology.Chapter 8: Learning from the experience of international transfer of foreign technology in agriculture.This paper chooses the United States and the Netherlands as examples, whose agricultural technology transfer are more characteristic. By analyzing their basic conditions of international transfer in agricultural technology and the factor endowment situation of resources, this chapter explored the basic approach of international transfer of agricultural technology in developed countries, providing experiences for China's international transfer of agricultural technologyChapter 9: Designing Policy to promote China's international transfer of agricultural technology.On the basis of the previous research and analysis, the writer from the view of government's macro-level and the enterprise's micro-level, put forward his own thoughts and recommendations about the design of government policies and enterprise countermeasures, focusing on accelerating the international transfer of agricultural technology.In a word, research done by this article is to explore the international transfer by interpreting expanded research abstract of agricultural technology and specific agricultural technologies. Therefore, in the analysis, this paper not only took into account the agricultural patents, agricultural science and technology personnel in the abstract category of international transfer in agricultural technology, but also took into account the specific international transfer of agricultural technology ,which internalized in the agricultural products and conducted by products trade. From the overall study, the major innovation of this article is embodied in the following areas:Firstly, the research build the research and analytical framework of the agricultural technology international transfer. In terms of general goods and high-tech products' international technology transfer issues under the WTO's framework, domestic economists had made more in-depth studies. However, in the terms of the research on agricultural technology transfer, most of the existing literatures focus on the domestic technology transfer, that is, from the view of proliferation from "teaching zone" to "acceptance zone", research on the international transfer of agricultural technology is very limited. Based on the background of world economic integration and the environment" two resources and two markets" faced by China's agricultural development, this paper from the view of the expansion of agricultural trade and the enhance of international influence of agricultural technology, made a more systematic research on China's international transfer of agricultural technology and constructed analytical framework of the research about international transfer of agricultural technology. As a result, the vision of international trade research field of agriculture was expanded, and the level of general research on international technology transfer was deepened, reflecting the novelty of the perspective of research.Secondly, this paper introduces new methods of Trade Gravity Model and virtual water. On the issues of choosing the path and methods of international transfer in agricultural technologies, there is more use of comparative advantages analysis methods to carry out related research in the existing literature. This article introduced the gravity model of trade and analyzed the factors which affect the path of international transfer in agricultural technology, making the conclusions of analysis be more realistic. At the same time, the author introduced the concept of virtual water and related indicators, making an in-depth study on the socio-economic and ecological effects raised in the international transfer of agricultural technology, which is in favor of reversing the tendency that people often only pay attention to economic issues while ignoring ecological problems when they discuss the international transfer of technology.Thirdly, this paper mades a series of the value of the more important conclusion of the study. Through systematic analysis and study, the author drew on a series of valuable conclusions in many aspects. First, this paper used the game analysis model, conducting a study on the supply and demand cooperation mechanism of the international transfer in agricultural technologies, coming to the conclusion :" If higher economic complementary existed between supply and demand sides and there is an effective consultation mechanism, a win-win situation of supply and demand sides will arise in the international transfer of agricultural technology." which has theoretical and practical value in promoting the progress of international transfer of agricultural technology smoothly. Second, this paper used the gravity model of trade and put the agricultural products internalized by agricultural technology as the object of analysis. By making study on the trading partners, the paper arrived at the conclusion :"The total GDP, population size, agricultural land area, institutional arrangements of agricultural trading partners give more significant impact on the China's international transfer of agricultural technology.";Third, the paper introduced the concept of virtual water and other related concepts and indicators ,making a study on the virtual flow of agro-ecological resources (especially water and land resources) caused by China's agricultural technology transfer and probing the eco-environmental effects raised in international transfer of agricultural technology .At last, the paper came to the conclusion: "In the international transfer of agricultural technology, people not only have to pay attention to socio-economic effects, but also concerned about the eco-environment effects."...
