The implementation of the urban and rural residents of social endowment insurance, broke the endowment dualistic situation between urban and rural areas, has a positive effect in our country’s insurance system. Research on the urban and rural residents endowment insurance’s satisfaction is helpful to grasp the realities of awareness in all aspects of this system, and finally find out the key factors influencing the satisfaction degree of residents, Provide direction for system improvement.This paper mainly studies the satisfaction condition of urban and rural residents endowment insurance. Firstly, the scholars in recent years are reviewed general situation of the urban and rural endowment insurance, especially the satisfaction research. Then to shaanxi province as an example, described the urban and rural residents’ pension insurance of development, implementation overview, and analyzes the endowment insurance at various stages of differences and implementation difficulties. Secondly, combining famous satisfaction index model, has constructed satisfaction index model of urban and rural residents pension insurance system in Shanxi Province, establishment the satisfaction evaluation index system. Conducted a satisfaction questionnaire survey and interviews in Luonan County, Shaanxi Province. In the data analysis, Including three aspects:First, descriptive statistics, including individual characteristics cognitive status analysis and statistical analysis. Second, through the satisfaction index model of path coefficient analysis, the biggest effect on satisfaction dimension is Pension quality perception, System design perception and Residents expectation followed by the Pension quality perception, the government image minimal impact on satisfaction. Residents satisfaction has a high effect on Residents Trust, and it’s impact on the residents complained is not significant. Residents complained about the influence on residents’ trust level in general; Third, the satisfaction of urban and rural residents pension insurance system fuzzy comprehensive evaluation, by calculating the weight to get the Score of government image, residents expectation, System design perception and Pension quality perception. According to the score we can Calculate the comprehensive satisfaction index is 76.7,the evaluation level is good, but did not achieve excellent level.Based on the above empirical results in this paper, we put forward four Suggestions. First of all, increase the policy propaganda, Safeguard confidence of Participate, increase policy transparency, guarantee policy enforcement and reasonably adjust the central and local spending to give full play to the guiding role of the government; Second, to further promote the marketization of pension fund operation, to strengthen the construction of endowment insurance information; Once again, improve payment incentives to improve the level of protection; In addition, strengthening the supervision system and personnel team construction, security system work smoothly.Urban and rural pension insurance is the focus of people’s livelihood, and it is the focus of Co-ordination social security systems, as well as building a moderately prosperous society, it is a necessary requirement to deal with aging and promote social harmony.
