Study On Sustainable Development Of Urban And Rural Residents’ Endowment Insurance In Anhui Province

In2009, the new rural endowment insurance started to be implemented in Anhui. In2011, the urban endowment insurance started to be implemented in Anhui, and these two types of insurance were combined as urban and rural residents’ endowment insurance which were carried out together. In July,2012, the complete coverage of the system was realized, which was8years earlier than demand of the state. In this paper, based on the field research, questionnaire results and the trial, suggestions are given on the system improvement and sustainable development of urban and rural residents’endowment insurance. With the domestic and international theory research, the author analyzes the background, the building and the characteristic of urban and rural residents’endowment insurance system. With four years’practical experience on the system, the author explores the important factors of the sustainable development from the financial aspects, especially in three level system of the state, province and municipality. Meanwhile, based on extensive investigation and study, the author analyzes some difficult problems in the implementation of the system, and puts forward some suggestions on the problems.Through this study, we believe that the conditions of urban and rural residents in Anhui Province, the sustainable development of the social pension insurance has basically met, the next step should be the basis of the already comprehensive coverage, and further improve the basic pension level. so we have to seriously absorb the successful experience of other provinces, to explore urban and rural residents pension insurance and endowment insurance system for urban workers between convergence and new ways of metastasis. Looking to the future, we should fully implement various social security systems and the convergence of the transfer until the merger, so that urban and rural residents can soon enjoy a fair and equitable pension insurance.
