Research On The Reform Of China 's Competitive State - Owned Operation Platform

The reform of state-owned enterprises has been performed more than one year Since the the Third Plenary Session of the 18 th CPC Central Committee.This year all over the country are stepping up efforts on the reform of state-owned enterprises. With the deepening of the reform,the target of the reform is also more clear,aiming to build more dynamic state-owned enterprises with modern enterprise system.In addition, with the idea of classification regulation putting forward,the state-owned enterprises which aims at the markets attract more attention.The idea of Classification regulation not only depends on the domestic demand,but also originated from foreign demand. the state-owned enterprises which aims at the markets take maximizing the state-owned assets value as the fundamental goal,Its location is mainly for-profit,And operating in market-oriented way,developing according to the objective law of market economy.In this case,the state-owned assets operation platform which is based on the market-oriented operation began to appear in all field of vision. It can not only effectively avoid the interference of administration, but also realizing operation of state-owned assets in accordance with the market-oriented operation.This article is divided into five chapters. The first chapter, the introduction section. Due to our complex national condition,Regions use different concepts in building assets operating platform,So defined the related concepts in this chapter. In addition,the research status of domestic and relevant theories of foreign were summarized in this chapter.The second chapter, the building background and current development situation of the state-owned assets operation platform which is based on the market-oriented operation.This chapter firstly introduce the domestic background,which result from acting as "isolation belts" of governments and enterprises as well as adapting to the idea of "classification regulation". Secondly, the international background is in order to meet the requirements for international organizations. This chapter elaborated the existing problems in such aspects as the internal operations,external relations and so on between the State-owned assets supervision and administration commission and the operation platform.The third chapter, the comparative analysis of domestic typical mode.This chapter takes an overview of state-owned assets of our country firstly,then,taking state-owned asset operation platform construction in the following three cities as examples,such as Shanghai, Shenzhen, Chongqing.The fourth chapter, foreign representative assets operation mode and researchs such as the Temasek 、 IRI and “France”.The fifth chapter, policy Suggestions in terms of positioning、law and so on.
