A Study On Operating Management Of State-Owned Assets Of Jiangbei District In Chongqing, China

The management of state-owned assets is the world facing economic problems, but also are committed to resolving this issue. Recalling Chinese state-owned assets management system reform, we have experienced a tortuous and difficult process. However, the results can not say that the current reform is satisfactory. In the new model of state-owned assets management, state-owned asset management is good or bad will directly affect local economic development.This paper focus on how to further improve the Chongqing Jiangbei District state-owned assets management model, study and seek to deepen the reform of state-owned assets management model based on the theory that the establishment of the state-owned assets management system, and take a practical and workable program of action to reach deepening economic reform and state-owned assets management system; protecting the integrity and value of state-owned assets; consolidation and development of the regional economy, further promoting regional economic growth and rapid development. Following several aspects : First, on the reform of state-owned assets management model theoretical basis, including Property rights theory, Corporate governance theory and Principal-agency theory, and the state-owned assets management system abroad. Secondly, the exposition of the historical evolution of Chinese state-owned asset management and overseas state-owned asset management. Once again, analyse the problem of Chongqing Jiangbei District state-owned assets management system. Then, analyse the specific operation of state-owned assets of Chongqing Jiangbei District. Including check and verify the total state-owned assets, enterprises reformation, asset disposal and so on. Finally, sum up the successful experiences of Chongqing Jiangbei District state-owned assets supervision and administration office actively exploring the mode of operation of state-owned assets management and discuss Chongqing Jiangbei state-owned assets management direction for the next step of reform.
