As proposed in the Seventeenth National Congress of the Communist Party of China,"We will improve vocational education and training for the labor force and intensify pre-employment training for surplus labor transferred from rural areas. We will establish a unified, standardized labor market and a mechanism that ensures equal employment opportunities for both urban and rural residents". The issues concerning agriculture, rural areas and farmers are directly related to the economic development, social stability and safety of our country. Whether the problem of the surplus labor transference of the rural areas can be appropriately solved will have a direct impact on the living standard of the farmers, the agricultural modernization process, the social and economic development of our country, and even the grand goal of realizing the socialist modernization. Therefore, the government has unshirkable responsibility to give correct guidance to the farmers'labor transference and proper employment. To fulfill this aim, governments at all levels should give full play to their respective functions. This will play a significant role in promoting the orderly and reasonable transference of the labor force, realizing the harmonious development between the urban and rural areas and improving the farmers'living standard. Compared with other places, the labor force transference in Lhasa features the internal transference within the Tibetan Autonomous Region, jobs held concurrently or at intervals, lower rate of Urbanization, and higher rate of agricultural laborers with low scientific, technological and cultural quality. Based on these features, the present thesis carries out a research into the rural labor force transference in Lhasa and the functions of the local government. It aims to propose some feasible labor transference policies from the aspects of the government's economic functions, service functions, management functions and the development of border trade.The present thesis aims to gain an insight into the labor transference and the local government functions in Lhasa, capital of the Tibetan Autonomous Region.
