Germinated in pre-Qin dynasty, the ancient Silk Road had started the opening-up journey of western-China border regions in very early period, along with the history of the rise and fall of the ancient Silk Road, the western border had gone through ups and downs, from initial development to prosperity and then turned to decline. After China formally implemented the national border opening in 1992, the development of western border opening-up has achieved considerable improvement, the level and mode of border opening-up have been continuously raised and increased. Because of the history, geography, politics, development of area infrastructure and other reasons, there are still many problems in the progress of China’s western border opening-up. In the new era of reform and opening up, China’s opening economy is facing kinds of international and domestic challenges. For response to the new international and domestic changes positively and effectively, the new leaders of China successively proposed “One Belt” and “One Road” strategy in 2013. Then, the Asian Infrastructure Investment Bank and Silk Road Fund have been established in 2014. On March 28, 2015, China National Development and Reform Commission, Ministry of Foreign Affairs and the Ministry of Commerce jointly issued the paper of “The Vision and Action of Pushing to Build Silk Road Economic Belt and 21 st Century Ocean Silk Road”. Since been proposed, the “One Belt And One Road” idea has obtained positive responses from related countries. The implementation of the “One Belt And One Road” strategy will bring western border opening-up a historical opportunity.This paper mainly study and analyze the mode of western border opening up based on the status and characteristics of these areas, under the background of the new round of border open promoted by the “One Belt And One Road” strategy and the guidance of New Economic Geography, Dynamic Comparative Advantage and Cross-border Sub-regional Cooperation Theory. By building new economic geography model to analysis the influence mechanism between free trade, infrastructure and industrial space gathering, found that freer trade and better infrastructure could reduce the inter-regional trade cost and then promote industries gathering in the region with larger market size or more resources. The improvement of infrastructure could reduce the inter-regional trade cost mainly by reducing the transportation costs and shorten the inter-regional relative distance, and the trade cost increase with a decreasing rate while the transport distance is increasing. Meanwhile, by sorting out and analyzing relevant data, this article also researched on the current situation, mode and problems of western border opening up, finally summarized the basic conclusions and proposed corresponding policy recommendations.
