Since 1949,the social security system is of great importance in China. The reform and update of basic old-age insurance system is a necessary step to face the serious aging problems. As for a long time, the basic old-age insurance system of China has been running under a double track pattern: the system for the employees of government organizations and institutions and the system for urban enterprise employees, there is a great gap in old-age pension, which accelerates income gap, influences financial sustainability and goes against reasonable labor flow. To overcome those problems, safeguard social equality and justice and properly perform the function of the basic old-age insurance system, the reform of China’s basic old-age insurance system must be conducted.Firstly, the connotations of basic old-age insurance system and double track pattern are introduced, and the malpractice of double track pattern and historical necessity of reform are analyzed in this paper. Secondly, the theoretical guidances of social security study, public management and public economics on the reform of basic old-age insurance system are analyzed. Thirdly, two developed countries, that is UK and USA, one developing country--Chile are selected as examples so as to make analysis and comparison of their old-age insurance systems for the employees of government organizations, which inspire China’s reform. Fourthly, based on previous connotations and theories, this paper puts forward that the principle of equity, unification, coordination and suited to the level of our economic development should be followed. Based on those principles, the reform plans of old-age insurance systems for the employees of government organizations and institutions are reviewed. Lastly, according to previous reviews and principles, the measures to improve relevant system are discussed and relevant supporting measures are advanced.
