The Research And Countermeasure On The Difficulties Of Pension Insurance Reform In Basic Level Organs And Institutions

The report of the 19th National Congress of CPC point out that the major contradictions in China's society have changed.The unbalanced development is restricting the improvement of living standards and blocking the sustainable development of our society and economy.Under the background of comprehensively deepening reform,as an important aspect of building a harmonious society,the establishment of a multi-level and sustainable social security system based on fairness and justice has become an inevitable requirement for the development of new era.Aiming at the pension insurance system which is relatively lagging behind the social and economic development level in China,especially the existence of the "double track system" of pension insurance,it has always been criticized for the unfair inequity from payment to draw the insurance.To build a perfect social security system,since October 2014,the pension insurance system reform of our country comprehensive formal implementation,breaking the original unreasonable social security structure,the realization of fusion of the "two track system",and gradually built to adapt to sustainable,multi-level situation of our country's social security system.In this paper,the research on the development history of China's pension insurance system,understand the synchronous development of our country's social economy and social security system in different historical periods,in summing up the experience and lessons and face the reality on the basis of exploring how to establish suitable conditions of our country's social security system.The research based on the current policy documents,according to the actual situation of Nanling County in Anhui Province,through literature research,case analysis and empirical analysis method to study the institutions endowment insurance reform work status and operation status,reveal the existing problems and difficulties in the reform of basic level organs and institutions work process,and put forward the corresponding solution countermeasures.The author analyzed on current situation,the reform mode,agencies and other content of the Nanling County by full participation in the process of promoting the work of pension reform institutions,research and discussed on the problems and resistance from fairness,mobility,sustainability,efficiency four aspects.Considering the current situation of Nanling county's merger and reform,specific solutions are put forward from five aspects:broadening the source and investment channels of the fund,optimizing the distribution structure,improving the supporting measures,improving the management level and improving the overall planning level.To promote the follow-up work deployment of pension reform in public institutions in Nanling county,with a view to building up this work at the basic level organs and institutions,and promoting the smooth and efficient operation of grass-roots organs and institutions.
