Research On The Effect Of New-type Rural Social Pension Insurance System In Our Country

At present,an important feature of China’s population is an aging population,and this trend will be more and more serious.There were 178 million people older than sixty count13.6% in our country,which was showed in the sixth national census of population in2010.Family provision manner for the aged is the most common way to support the aged in the rural areas of our country,however,because our country has been practiced one-child policy for long time and our country builds more cites and towns,which make family structure become more and more smaller.With the economic progressing,rural areas’ land are used by other applications,which make rural labor go to work in the city.In the meantime,people’s thinking has changed dramatically,which make family provision manner is waken.The old people of rural face the problem of supporting old people for these reasons.Therefore,government needs to establish and perfect the system of pension,which can provide security for old people.Our country issued the new-type rural social pension insurance in 2009,Binzhou city of Shandong province issued the new-type rural social pension insurance followed.The county of Wudi started to try out the new-type rural social pension insurance in July of2011,in the meantime,the government of Wudi province issued the implement plan of the new-type rural social pension insurance,which has implemented for almost 5 years to2016.Although this system has implemented for almost 5 years and ninety percent people has took part in the new-type rural social pension insurance,I look out some questions through investigation.The article put into inquire to villagers of five villages and towns through the main way of questionnaire,which can reach data.Questionnaire revolve the basic situation of personal and the basic situation of family and the basic situation of taking part in the new-type rural social pension.I find some questions through analyzing the data.The first question is that the broadcasting of the new-type rural social pension insurance does not reach the designated position,the effect of working is low,people know new-type rural social pension,but they don’t know how many money after they 60 older years.The second question is that the government goes after the rate of taking part in the new-type rural social pension one-sided,which lose sight of the significance of setting different levels.The third question is that the people of taking part in the new-type rural social pension focus in forty-five years to sixty years,few people take part in the new-type rural social pension of sixteen years to forty-four years,government doesn’t pay attention to this question anddoesn’t adopt effect measures.The fourth question is that the function of collective allowance is weakness,because collective economics develop backward.The five question is that the new-type rural social pension is impacted by commercial insurance.The sixth question is that it is difficult to guarantee of pension fund appreciation.In the end,I put forward perfect measures for each questions.In the end,I put out some perfect measures in view of problems which I find out.The first measure is that government should strengthen efforts to advertise the new-type rural social pension insurance,which can make people know the new-type rural social pension insurance clearly.The second measure is that government should take some stimulate measures which can make fee level change variety and more young people take part in the new-type rural social pension insurance,which can give full play to the new-type rural social pension insurance.The third measure is that country should optimize shoulders on governments at all levers and enhance the security function of government for the new-type rural social pension insurance.The fourth measure is that government should strive to develop collective economics,which can increase allowances of collective and reduce the burden on personal.The sixth measure is that government should broad the way of appreciation,which can give full play to the new-type rural social pension insurance.
