Performance Evaluation Of The Implementation Of The Basic Old-age Insurance System For Urban Workers

In recent years, China’s aging population is getting more serious and complex,and the reform of the social security system in our country is relatively slow, this phenomenon,to some extent,restricts the further reform of China’s economic system and in-depth development. As one of the most important part of the social security system,the urban basic old-age insurance system has become the focus study content of scholars and relevant departments. With continuous research and reform,the institutional framework of urban basic old-age insurance is consistently to the basic of China’s market economic system, but there are still some efficiency issues to be further studied and improved. However, in the present study about social security research, specifically the performance evaluation of the implementation for urban basic old-age insurance system is not much, and it’s research results are not rich, and many studies are still in the theoretical stage, limited to qualitative analysis. Therefore the empirical analysis of implementation performance for the urban basic old-age insurance system is very necessary.In this paper, the running performance of urban basic old-age insurance system has been studied. on the basis of domestic and foreign research, this paper studied the implementation performance of the basic old-age insurance system for urban workers on the use of PCA-DEA model, And policy recommendation were put forward according to the results of empirical analysis. The research ideas of this paper mainly from four aspects:First, the social security-related research results were collected and combed; the development process, the content and importance of China’s basic old-age insurance were discussed and analyzed; and introduced the concepts of government performance and key performance evaluation methods, to provide a theoretical basis and foundation for the following research.Secondly, taking full account of China’s actual situation and learning the basis of relevant research,this paper constructed a implementation of performance evaluation system which contains 16 indicators of basic old-age insurance system for urban workers,this evaluation system was constructed on three aspects, economic performance, social performance and administrative performance.Again, the paper collected the samples of 24 representative province in the eastern,the middle and the western districts in China in 2014 and the national datarelated indicators.and then used principle component analysis method to reduce the dimension of 16 indicators, got three input indicators and five output indicators. After computing the new data, using data envelopment analysis evaluated the performance of 25 DMU, and the results were analyzed.Finally, based on the evaluation result of the third part,this paper came up with our country ’s policy recommendations to the reform of the urban basic old-age insurance system.Including gradually increasing urban basic old-age insurance coverage, many ways to ease the financial pressure on the basic pension insurance fund, broadening investment channels of pension fund,strengthening risk management,The establishment of long-term performance appraisal system of basic old-age insurance system.
