The new rural cooperative medical system(NCMS) is a Livelihood projects in the new century,which is established by the party and the state in order to reduce the burden of medical care on farmers. Along with the further promotion of the NCMS, medical expenses of designated hospital increase unreasonable, which will undoubtedly bring some financial pressure to the government and the farmers.In the empirical research on medical expenses control of designated hospital, Napo County of Guangxi has done well, timely adjustment of the proportion of farmers pay, changes to the designated hospital reimbursement ratio, establish outpatient "total budget" mechanism for controlling costs, implementation of triplicate turn referral form and innovate the supervision system of designated hospitals.It is not only beneficial to alleviate the burden of farmers' medical expenses, but also strengthen farmers' integration of Napo County What's more,It is very typical to implement free medical treatment in the ethnic minority areas of Guangxi.However, there are still some problems in further research about Napo County designated hospital medical expenses control. For the sustainable development of NCMS in Napo County, analysis designated hospital medical expenses control experiences in the other areas and advanced mode, and concludes that designated hospital medical expenses should be controlled in the following aspects : first, adhere to the NCMS designated hospital to do the medical welfare; Second, change the compensation mode of designated hospital; Third, establish information service platform of designated hospital medical expenses; The fourth,breaking the monopoly of medical service providers in public hospitals;Fifth, equilibrium allocation of medical resources at all levels of designated hospitals; The sixth, reforming the internal governance mechanism of designated hospitals.
