Research On The Reform Of The Payment Methods Of Henan’s Health Insurance

Currently, Chinese medical insurance has a lot of problems in the field of funds payment. And those problems are expressed in specific following points: First, As the medical expense is increasing rapidly and national income is growing slowly, there is a big Contradiction between the income and expense of medical benefits fund. Second, medical insurance agencies, patient, and medical institutions all three are dissatisfied with the current situation of Chinese medical insurance payment. Third, in the developed countries including the United States of America, medical insurance payment is a universal problem around the world.To solve these problems, medical insurance agencies need to change their traditional and single payment of medical insurance to valid and effective method, realizing proper allocation of medical expenses and effective utilization of medical resource. Besides, more and more scholars begin to do research in those problems in order to make efforts on reform of Chinese medical benefits fund in theory.After explaining significance of medical insurance payment methods, this article uses game theory to explain game relationships between medical institutions, patients, and medical insurance agencies, finding the restrictive and collaboration between all three. This article mainly uses two basic study methods, the literature analysis and a case study, to sort out the current situation and analysis the problem of medical insurance and payment method in Henan province. At last, author provides reasonable and effective suggestions by generalizations, includes the following points: Development of medical insurance payment based on collaboration in patients and medical insurance agencies, for example, payments both by patients and insurance. Make a rule of reasonable payments proportion of patient, provide kinds of incentives, and guarantee the quality of medical services for patients. Suggestion on game relationships collaboration between medical institutions and medical insurance agencies, for example further improving of payment method of medical insurance, introducing social capital, formatting competition mechanism of multiple parties. Above all, Author hopes that this article will be beneficial for the reform of Chinese medical insurance payment.
