In recent years, great changes have taken place in the economic and financial market environment of china, the international financial market integration, pluralism and the networked trend, the massive influx of foreign Banks and shadow Banks, formed a big impact to commercial Banks in China, the challenge for the state-owned commercial Banks and the pressure of competition becomes more intense. With the high-speed development of computer technology and the Internet, in particular, the homogeneity of commercial Banks is faster and faster, differences of technology and product is no Longer a key competitive advantage, in stead, the talent is. Successful incentive mechanism can retain and attract talent, while a rational performance evaluation system is able to combine the performance evaluation of commercial Banks, strategic development goal, the value orientation and Banks operate in a certain period with the environment and operating conditions, through the performance appraisal process, actively promote the realization of the bank management goal. However,research on performance evaluation of state-owned commercial Banks in China started Late,though the performance evaluation system of western state-owned commercial Banks has been introduced, problems emerge in the process of implementation, it’s not work on employees incentive, state-owned commercial brain drain is still getting worse in recent years,as a result, the L branch of Bank of China needs a set of scientific, reasonable and efficient perfect assessment scheme.First of all, this article elaborated on the basis of the theory of performance appraisal at the same time through the comparative study of domestic and foreign commercial bank performance evaluation system, and make the comparative analysis of performance evaluation methods as the goal management, key performance indicators method, the balanced scorecard performance evaluation method, the whole perspective evaluation method to explore the performance evaluation methods and theory basis of the L branch of Bank of China in our country.Secondly, these articles makes the field investigation and questionnaire survey to find the current situation of performance appraisal of L branch of Bank of China, and analyzed theresult of the investigation research, points out the problems existing in the performance appraisal work. Combined with years of work experience, the author puts forward using the balanced scorecard method and key performance indicators method for evaluation, with strategic management theory as the theoretical basis for the improvement project of the L branch of Bank of China performance evaluation, and deeply elaborated the selection considerations of assessment index, job analysis to perfect budget,management should be strengthened at the same time, strengthen the communication and feedback of performance appraisal results, etc.Finally, this article put forward the L branch of Bank of China should make further clear strategic target and the division of duties, at the same time continue to improve and perfect performance appraisal system, give full play to the role of performance appraisal, to enhance the core competitiveness of the L branch of Bank of China, to keep the sustainable development of the L branch of Bank of China.
