By analyzing the status quo of rural "double land-use rights" mortgage in Guangxi Province, I find that it has the following problems:difficulty of ownership registration; irregularity of mortgage registration; value assessment problems; circulation and realization problems; lack of initiative and enthusiasm among financial institutions; lack of legal system support; imperfection of risk protection mechanism.In order to promote, improve and ensure the smooth and sustainable development of the rural "double land-use rights" mortgage, not only should we actively learn from the experience of Hunan, Hubei, Jiangsu, Jiangxi and Zhejiang, but also should we take the following measures:intensify its support for ownership registration; clearly define the duty of related departments and standardize operating criterion; enhance stimulating system and raise the enthusiasm of financial institutions; amend the relevant legislation to avoid the legal obstacles of the development of "double land-use rights" mortgage; establish multi-level risk prevention system. |
