At present,the supply of rural financial services in China is insufficient.The problems of credit difficulties,high loan interest and difficulties in obtaining loans have been very prominent.Due to the lack of approved collateral,farmers are often excluded from the formal credit.Along with the agricultural transformation and upgrading of industrial structure,the farmers' demand for funds is increasing.The strong demand for funds in rural areas promotes the development of the property rights of rural finance.But rural property mortgage innovation is facing the obstacles of legal restrictions,lacking basic work,and the imperfect supporting system.Whether contractual management right mortgage can solve the problems above to help with agricultural development and fanner richness is worthy of fiurther study.This paper chooses three contractual management right mortgage pilots and they are different in economic conditions,mode of operation,the range of collateral and other aspects.Therefore,by comparative analysis,it can not only present the practice process of each model in a vertical angle,but also show the characteristics of patters by horizontal contrast.It can achieve macro-grasp of the progress of Jiangsu rural property mortgage financing progress test and provide a practical basis for the rural property mortgage financing test in Jiangsu province and even the whole country and provide practical samples and experiences for the diversification of property rights.In this paper,case studies,comparative analysis and field survey methods was used to analyze the three selected rural land contractual management right mortgage pilots in Jiangsu province.This paper is divided into five parts.The first part is an introduction.This part mainly introduces the background,purpose,significance,content and technical route of this paper.The second part is the analysis of the current situation of the rural property mortgage loan test.This part includes the review of relevant literature on Agricultural Finance and the domestic and foreign research progress at present.The third section describes a typical case in rural areas mortgaged property test of Jiangsu province,mainly from the economic environment,policy conditions and the effectiveness of the loan operation and other aspects.The fourth covers comparative analysis of rural property mortgages test modes in Jiangsu province.The fifth part is the pilot problems analysis and policy recommendations.Problems existing in the Jiangsu Province pilot is summarized.The constraints of the three regions are contrasted with each other and summed up as well.Policy recommendations to improve and promote rural property mortgage loans test mode are put forward according to the summary of experience and problems.Finally,the three main conclusions are as follows:the first one is that through the case analysis,we found that the mode of rural land contractual management rights in three pilots of Jiangsu Province can be divided into direct mortgage mode and indirect mortgage mode.The direct mortgage mode of rural land contractual management right is selected in Wujin Changzhou District.The indirect mortgage mode of rural land contractual management right is used in Jinhu and Sihong.But there are differences between the two pilots.There is a land transfer platform which is dominated by the government to provide supervision of agricultoral land in Jinhu,While there is a market based financing guarantee platform to provide counter guarantee services in Sihong.There are many similarities and differences in the practice of the mortgage loan mode of the rural land contractual management right,which have been also combed in the article.The second one deals with the summaries of the external conditions direct to carry out the mortgage modes based on pilots in Jiangsu province.The third one is that there are some questions in the process of the pilots.Then this paper put forward the corresponding improvement of agricultural land contractual management right mortgage test policy recommendations.It is found that.There are still problems that imperfect rural property evaluation standard still exists,the low-level marketization rural of property financing and the small-size land transfer market leading to liquidity risk in these pilot areas through field investigation and analysis of the pilot areas.Policy recommendations to improve the right to the contractual management of land value evaluation criteria,determine the loan amount reasonably,set up a clear orientation for the government itself speed up the process of marketization and relevant is put forward.
