Currently, China is vigorously implementing the strategy of innovation-driven development. The operation performances of industry-university-research cooperative innovation mechanism in regional innovation system determine the capability of regional innovation. Recently, With the deepening of the market-oriented economic system reforming,especially the reform of scientific and technological innovation system,there appear a new R&D institutions in certain provinces,which set industry-university-research cooperative innovation as a whole, effectively change the traditional R&D institutions’ drawbacks and promote the promotion of regional innovation capability.Take Shenzhen as an example, in recent years, she has become a city that has strong innovation ability in our country and even in the world.Clearly, the new R&D institution plays a key role. Guangdong began to vigorously guide and support the cultivation and development of the New R&D Institutions in the past 3years.But through research, we found that the theoretical research is greatly delayed,which is not compatible with the development of reality, resulting in the lack of theoretical guidance for the development of reality. So this paper pays attention to the new R&D institutions and its operation mechanisms, tries to combine the development experience at home and abroad, and bases on the current development situation of the new R&D institutions in Guangdong to carry out a more in-depth and system study.Through the study on the existing literature and cases, then sum up the definition and characteristics of the new R&D institution, and focus on the operation mechanism of the new R&D institution, The study finds that the new R&D institutions essentially deepen the cooperation of industry-university-research. The new R&D institution becomes a new R&D organization that makes its own management decisions and takes full responsibility for its own profits, integrates and allocates innovative resources through market mechanisms. The new R&D institutions not only to carry out basic research but also industrialize scientific andtechnological achievements to directly face the market demand. The reason why the new R&D institution is a new thing is that it is an independent corporate organization with diversified investment body, market-oriented research and development model, innovative mechanism and other new features. The new R&D institutions internalizes industry-university-research cooperative innovation mechanism, therefore, they are more closer to the market demand, and more dynamic than the traditional R&D institutions, thus it become an important part of regional innovation system, and it can effectively improve the collaborative innovation efficiency.
