An Empirical Study On The Implementation Effect Of Grassland Ecological Compensation Policy

Grassland, as a very important ecological barrier, has a very high ecological value, and it is also the main place for the herdsmen to produce and live.Our nation decided to carry out the grassland ecological premium policy firstly in grassland area of Inner Mongolia, Xinjiang and other large eight provinces and autonomous regions in 2011. In this paper, the deterioration of the ecological environment in recent years, degradation and so on, through the survey of 15 village of 5 Inner Mongolia City, and to research data integration analysis, studied the effect of grassland ecological compensation policy based on the perspective of herdsmen. First affects the herdsmen on the grassland ecology award subsidy policy variables descriptive analysis; followed by an analysis of the effect of various factors to evaluate the satisfaction degree of herdsmen by ordinal classification and multivariate Logistic regression model, according to the analysis results to discuss the advantage with the drawbacks of grassland premium policy and its implementation process; and to improve the grassland premium policy provides a reliable basis. Finally based on cross-sectional data from the multiple regression analysis model, analysis the grassland award subsidy policy implementation effect of herdsmen’s income,at the same time, study the relationship between satisfaction and income.This paper obtains the following conclusions:(1)The herdsmen hold the active attitude on the grassland award subside policy. However,due to the amount of compensation and the period of compensation payment,the herdsmen hold the lower satisfaction with the degree of overall policy. (2)Grassland award and subsidy policy implemented bring bennficial effect on herdsmen’s income.especially changing the herdsmen’s living standards. But animal husbandry production effort and liverstock number and feeding cost restrict the income of herdsmen. (3)The income of herdsmen and policy satisfaction showed a weak positive relationship.Finally, according to the conclusion, the paper analyzes the reasons, and puts forward the relevant suggestions.
