In the background of current "Low Carbon Emissions Reduction", the construction of Low-Carbon Housing, which adheres to Government-led premise, introduces the market mechanism PPP (Public-Private-Partnership) mode and plays a positive nature private organizations, can reduce the financial burden of government and adjust the market structure, which has long-term significance for the maintenance of healthy development of the housing market. In addition, the introduction of PPP model can make the research on multi-channel solutions for construction issues of "Low-Carbon Housing" be extended in breadth.The specific organizational structure of PPP project is complicated.
