Along with the economic development, national emphasis on basic education level had been improved, basic education career development had made significant progress in our country. Under the guidance of national policy and with the active collaboration of the government and the school, the foundation of education popularization work in Guangdong province has got the unprecedented new breakthrough. By the year 2013, the quantity of students in both ordinary primary schools and ordinary middle school were at the top three provinces in China. However, the education development of Guangdong province and its level of economic development were not suited. According to the survey from China Education News Network in 2012, the Guangdong province education development index of 2009 was the sixth lowest in the whole country, which was far below the level of economic development in the same period.This paper measured the basic education resource allocation situation in Guangdong province respectively from two dimensions. In order to know the equalization degree of basic education services in Guangdong urban and rural areas, this article used Theil Index as the measure to analyze the spending on students, faculties and material conditions of basic education in Guangdong province. As a result, the author found out that urban and rural basic education spending equalization degree had reduced in Guangdong, but the equalization of the faculties and material resources improved markedly. At the same time, regional basic equal education resources allocation index in Guangdong was calculated, basic education level in the pearl river delta and east wing areas were significantly higher than that in the west wing areas and mountains areas. The author put forward some suggestions on how to narrow the gap.
