Basic education is for all school-age children and adolescents in the implementation of a certain number of years of general education or common education which is to improve the quality of the entire nation. it is the basic link of the entire national education. With the rapid globalization and increasingly fierce international competition, the importance of basic education for a national is self-evident.Our basic education remains "poor country makes big education". Based on the nature of basic education, basic education relies heavily on government financial input.There are still a lot of problems to be sorted out with The government framework of financial input in basic education after the reform. Basis on the description of the public finances input on basic education, analyzed the current stage of public finance input in basic education, the author puts forward a few proposals points to improve the public finance input equalization in our basic education.In addition to introduction, the article is divided into theree parts.The first part sets forth the meaning of public finances equalization in basic education, including the meaning of public education, basic characteristics and theoretical basis, the meaning of basic education, basic education, the meanings of public finance equalization on basic education. Theoretical basis is composed of the theory of public goods, public choice, and public affairs.The second part makes an analysis on the current situation of public finance input in basic education, pointing out that there is a shortage of public finance input in basic education, regional input imbalance, a asymmetry between property rights and the power, irregular use of funds and so on.The third part sets forth proposal to improve the public finance equalization in basic education. Combined with the previous analysis, make a few suggestions, including: to add the proportion of the public finances input in education; to regulate the scope and focus of the public financial input in basic education; to specify the intergovernmental fiscal responsibility of education; to build a reasonable fiscal transfer payment system to address the public Input imbalance; to introduce the market competition mechanism in the field of basic education,; to clear the principle "fair priority, taking into account the efficiency" of the financial responsibility of education; to norm the management and supervision of basic education funding,; to strengthen the legal system construction of the financial input in basic education.
