Xi’an, located in the middle and west economic regions of China, is the traffic hub of northwestern provinces leading to the southwest, central and east China. It plays an important strategic linking role between the east and west in the country’s overall economic layout. Its advantageous geographical location and long history make Xi’an the largest industrial center and the circulation of commodities and materials distribution center in Midwest of North China. As the largest and most active hub city, Xi’an has assumed the task of driving the development of the West. In the "12th Five-Year" planning of making Xi’an an international metropolis, the problem of how to make good use of the advantages of the western development strategy to maintain strong economic and social development of Xi’an becomes the most important task of the present development and construction. Therefore, this study of land development and spatial distribution is of great significance for the city of Xi’an to practice the scientific planning and construction.Based on the main city area extent ensured in “ Xi’an city overall urban planning(2008-2020)” and the related data collections of transferring land since 2009, this paper made an empirical research on land development intensity exhibition of Xi’an from several major control index of land development intensity. The full text is divided into six chapters, and chapter one introduced the research background, practical significance, and relevant research experience at home and abroad, as well as provided the research contents, methods and technical route, blocks, and the research model established. In the second chapter, from the control index of volume rate, building density, building height, and the investment intensity of land development intensity, this research adopted the spatial data model of GIS platform analyzed related empirical data of the main area of Xi’an, as well as elaborated the Xi’an city land development intensity and the current situation. From the perspective of residential land, industrial land, and commercial land, the third chapter separately analyzed the land development intensity of Xi’an City, and summarized of the functional zoning land development characteristics and the existing problems. According to the overall functional zones determined in the new urban planning, from the four index of volume rate, building density, building height, investment intensity, Chapter four discovered the development intensity of each blocks and the the fitness to the main funct ional areas, in order to have an evaluation on the control performance of transferring land open intensity. The fifth chapter put forward the corresponding countermeasures and suggestions according to the results of Xi’an city land development intensity analysis and the development of strength control performance evaluation results. Thus, we should have reasonable divisions of land development intensity control area, flexible control of the urban land development intensity index, improve the land development intensity index calculation method, strengthen regulation and control policy, and coordinate the interests of all parties to ensure the urban land use and sustainable development. The sixth chapter gave a full summary of the paper, expounding the shortcomings, and putting forward the prospect of the future research on this problem, hoping to provided a reference to the related study.
