Along with the market economy of Qapqal Xibe Autonomous County in the rapid developmenting and continuous improvementing of the urbanization level, the special property of land has been paiying more and more attention by people,Qapqal Xibe Autonomous County land market transactions under the market mechanism is gradually developing and perfecting,land valuation is an important role in realizing the government’s reasonable adjustment of land price, improving the construction of the land market mechanism, promoting the healthy and stable development of the land market and optimizing the allocation of land resources in the market economy.Because of the small cities and towns built Unlike large and medium citiesas has aperfect infrastructure, prosperous business services and so on, at present, there is little research on the benchmark land price of small towns in China, therefore, the lack of relevant theoretical and technical support for the evaluation of the small town land.This paper takes the Qapqal Xibe Autonomous County in the Xinjiang Uygur Autonomous Region Center City as the study area, firstly, the weight value of the factors affecting the quality of the land was determined by the expert group which was composed by ter Faye Fa. By using the multi factor comprehensive evaluation method, the business service prosperity, the public and the infrastructure and so on are evaluate, the Qapqal Xibe Autonomous County land level is divided into 3 levels, to verify and check on the level of land revenue and expert opinions and the use of the collected market transaction data for differential method; Secondly, the use of income reduction method, residual method, cost approach and other methods to measure the market transaction data and other samples of land prices, to determine the commercial land, residential land, industrial land benchmark land price; Finally, the analysis, the distribution characteristics and variation trend of the current round of Qapqal Xibe Autonomous County land level and of urban datum land price update results with the2009 update results were compared, and puts forward the suggestions of the application.Research results show that:(1)The land level is basically from the level of the city center outward gradually reduce the transition to the three level; First class landlord to be located in the city center of the county people’s Square and the surrounding business service center area,two or three to the edge of the city surrounded by a regular pattern of gradual transition to the edge of the city;(2)The city center zone all kinds of land value is the biggest difference, the closer to the edge of the city land price difference is smaller; The spread of various types of land use to the three base transition to the rule of law;(3)The closer to the city center zone, the greater the difference between the various levels of land prices; The most significant impact is the commercial,residential land prices are up to 42%-46%;(4)The benchmark land price assessment results compared with the 2009 benchmark land price assessment, in addition to industrial land prices, commercial land, residential land prices have been significantly improved.The level of land and urban land price update assessment of Qapqal Xibe autonomous county, provide a reference for government departments to further understand the level of urban land quality and land price, the government and land departments to increase the land market management and control efforts to improve the efficiency of urban land conservation and intensive use, to provide scientific basis for the formulation and revision of Qapqal Xibe Autonomous County urban development planning and land use planning. At the same time, in the theoretical and technical methods of research, for the development of small cities and towns in the land level and the benchmark land price assessment work provides a theoretical and technical support, to a certain extent, it has improved the evaluation system of the basic land price in small towns, which is a reference for the evaluation work of the small town land price in the future.
