Research On The Regulation Of Food Contact Material Quality And Safety In Guangdong Province

Product quality and safety regulation are safeguards for Guangdong’s strategies of building itself into a province of high product quality, and defends its bottom line of product quality and safety.This paper uses literature study, comparative study, and questionnaire analysis to study food contact materials in Guangdong Province. With specific cases of disposable foamed plastic tableware in Guangdong Province, the paper has a comprehensive analysis of problems supervisions on the quality and safety of food contact materials in Guangdong. First, there is a lack of a market access system for food contact material enterprises (family workshops included); second, requirements for enterprises to enter the market are too low, with neither production standards nor advanced production technology; third, personnel involved in the production of food contact materials are unqualified. All these lead to problems such as unqualified raw materials, incomplete identification information, and unguaranteed product quality. Since the standards are outdated, even disposable foamed tableware made from recycled waste can achieve food-grade technical indexes. This poses difficulties for regulatory organizations to identify such illegal activities through technical means, which influences the cracking down on fake and unqualified products.This paper analyzes factors that influence regulation of food contact material quality and safety from aspects including production license management system, standard system, administrative efforts, industrial characteristics, and responsibility absence of enterprises. By comparing how different developed countries, such as the United States, EU countries, and Japan, deal with food contact material quality and safety regulation, the paper draws on their experience, and proposes that, effective regulation of food contact materials is based on strong and sound technical regulation systems. A strict market entry system should be built with reliable quality inspection and health standards. To ensure the quality and safety of food contact materials, related laws and regulations, as well as detection technology, should be continually updated, regional and industrial risk analysis should be strengthened, and all illegal activities should be strictly punished, together with further promotions of product quality and safety.
